Org. Setting and Reporting This position is located in the Human Resources Section of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA) in Bangui. The incumbent will report to the Chief Human Resources Officer (CHRO).

Responsibilities Within delegated authority, the Human Resources Officer FS-6 will be responsible for the following duties:

  • Supervise the day to day functions of the Travel and Check In/Out Unit; Oversee the administration of all official Mission travel Oversee and review application of the relevant rules and regulations;
  • Calculation of airfare, excess baggage entitlements, terminal expenses, daily subsistence allowance for staff and dependents traveling on missions, etc;
  • Process UNLP and G-4 visa applications for the mission;
  • Provide information to staff and Uniformed Personnel on the most direct and economical routes and plan routing and official itineraries accordingly; Prepare amendments to existing obligation documents as and when required, ensuring validity of budget allotment and object expenditure codes assigned;
  • Review the information management system and ensure that no claim is duplicated and that arrangements are made to collect charges for any deviation from the authorized itinerary and shipment allowance in excess of entitlements; Coordinate with the appropriate office for clarification or additional information and meet with officials from substantive offices or from troop contributing countries in order to discuss the details of particular claims and to explain the nature of problems, delays and backlogs;
  • Approve Travel requests in UMOJA for International staff traveling within Mission, Approve all travel requests in FSS for all UNV, National staff and uniformed personnel. Authorize and approve all MOP's for all MINUSCA staff traveling with UN aircraft.

Human Resource Management

  • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

Budget and Finance

  • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Provides guidance and leadership to more junior staff.

General Administration

  • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Reviews adequacy of field mission’s space requirements.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.

Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Education High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is required. Secondary school, technical school, university and other courses and training programmes relating to the work.

Work Experience At least ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which three (3) years should have been at a supervisory level is required Experience in Human Resources Management and the use of HR-ICT systems such as Umoja and Inspira is required Experience in administration of Travel and Shipping is required. Experience in international operations in a post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and is required.
