Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO) in Jerusalem. The Administrative Officer reports to the Deputy Chief Mission Support and assists the DCMS in overseeing the activities of Engineering and Facilities Management, Transport, Life Support, and Information Management units and in providing administrative services, logistical and technical Support to all UNTSO outstations in accordance with UN Rules and Regulations, policies, and best practices. The Administrative Officer will also leverage support arrangements with other regional UN entities (UNIFIL, UNDOF, ESCWA, etc.) where feasible in line with current Letters of Understanding.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management •Effectively coordinates actions relative to the administration of human resource activities, e.g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. •Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations Budget and Finance •Monitors the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. •Defines requirements and works with sections/units with respect to improving budget reporting systems and cost-effective utilization of program resources. •Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. •Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. •Provides guidance and leadership to junior staff. General Administration •Serves as Mission Support focal point for OIOS, BOA, and other oversight matters; coordinate with Sections/Units to ensure timely preparation and update of implementation status, review and provide comments to draft reports, and ensures timely implementation of recommendations.

•Serves as Mission Support Focal Point for the implementation of Statement of Internal Control.

•Represents Mission Support at meetings, protocol and ceremonial occasions; briefs visiting senior officials on mission support activities, etc.

•Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. - Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial, audit, and personnel matters; maintains files of administrative instructions and other rules and regulations. •Performs other related work as required.

Education High school diploma or equivalent is required.Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is required.

Work Experience At least ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which two (2) years should have been at a supervisory level is required.

Experience in international operations in a post-conflict environment is desirable.

Languages English and French are the working languages of the UN Secretariat. For this position, fluency in oral and written English is required.
