Org. Setting and Reporting This position is located within the Office of the Chief of Mission Support of the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya and may be redeployed to Sirte or other location in UNSMIL, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support. Tripoli and Sirte are classified as a Hardship "E" duty station and a non-family duty station. The incumbent will be under the overall supervision of the Chief of Mission Support (CMS).

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties: 1. Acts as adviser on management matters pertaining to human resources, budgeting, financial and general administration; 2. As directed, develops, prepares and monitors work plans, strategies and assigned programme areas for the administrative activities of the Mission Support and assists in securing the required human and financial resources; 3. In close coordination with the Legal Officer (Administrative Law), provides advice to the Chief of Mission Support (CMS) on policy issues related to the interpretation and application of the regulations, rules and other administrative issuances taking into account past practice and jurisprudence; handles substantive and procedural questions related to administration and management of staff; 4. Prepares guidelines, reports and communication on a wide range of issues for the CMS and ensures adherence to relevant UN rules, regulations and policies; 5. Drafts or reviews miscellaneous reports and correspondence of a legal nature, as required, including responses to audits and the Joint Inspection Unit (JIU); 6. In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components; 7. Develops the Mission’s national staff capacity building programme and actively engage in the programme communication and implementation phases; 8. Certifies mission expenditure using delegation of authority granted by the UN Controller and reports on administrative, logistical and financial matters accordingly; 9. Coordinates and reviews all activities relating to audits and risk management; monitors and follows-up on the implementation of audit recommendations from the Board of Inquiry (BOI), Board of Auditors (BOA), and Office of Internal Oversight (OIOS) on administrative matters; 10. Liaises with local authorities, UN Agencies Funds and Programmes (AFPs) and/or other parties on behalf of Mission Support; 11. Supervises all personnel in the office of the CMS and addresses all performance management queries that may arise; 12. When required, represents the CMS in various Standing Boards and Committees such as the Property Survey Board, Claims Review Board and may act as a member of the Local Committee on Contracts; 13. Undertakes evaluation of support provided by Mission Support to the various parts of the Mission; 14. Performs other duties as assigned.

Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Actively supports the development and career aspirations of staff. Appraises performance fairly.

Education High school or equivalent diploma is required. The minimum years of qualifying experience can be reduced to 7 years for candidates who possess a first level university degree.

Job - Specific Qualification Technical training in general administration, human resources, change management, training assessment is desirable.

Work Experience At least twelve (12) years of progressively responsible experience in human resources, budget, finance, logistics or general administration and field operations support is required. The minimum years of qualifying experience can be reduced to 7 years for candidates who possess a first level university degree.

Experience in handling complex communication at the international level is required.

Experiences in international organization, preferably on matters related to staff entitlements, appeals, grievances and/or employment and labour law are desirable.

Hands-on experience with UN administrative/financial policies and practices is desirable

UN field mission experience is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required.
