Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Administrative Officer reports to the Chief Mission Support (CMS), UNAMI/ UNITAD.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties: •Acts as adviser on management matters pertaining to operations, human resources, budgeting, financial and general administration. - Develops, prepares and monitors work plans, strategies and assigned programme areas for the Investigative Team administrative activities and assists in securing the required human and financial resources. •Provides guidance and assistance on administrative rules and regulations and issues circulars on administrative matters. •In consultation with the CMS and in cooperation with other pillars of the Investigative Team, plans and forecasts the personnel, financial and logistics requirements for all Mission components. •Exercises budgetary and administrative control. •Drafts guidelines, reports and correspondence on a wide range of issues for the Chief of Mission Support and ensures adherence to relevant UN rules and regulations and policies. •Provides advisory services and assists Managers in finding solutions in dealing with ad-hoc issues, undertakes special projects such as Security/Evacuation Plan, welfare activities, as needed. •Monitors implementation of Audit/Board of Inquiry recommendations. •Assists in the supervision of Transportation matters as well as coordination of Security operations pertaining to the Investigative Team. •Supports the Office of the Chief of Mission Support and Chief of Staff in liaising with the Offices of the Special Adviser (SA), Chiefs of Services and Sections on administrative matters. •Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of UNITAD. •Represents UNITAD at regular meetings with other UN Agencies as requested. •Maintains direct liaison with Internal and External Auditors. •Reviews audit observations submitted and drafts appropriate responses in consultation with the Chief of Staff and Chief of Mission Support. •May represent the Chief of Mission Support in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate/Chairperson of the Local Committee on Contracts. •Performs other duties as assigned.

Education Advanced university degree (Master's degree or equivalent) in business or public administration, logistics, finance, accounting, or related field. A first level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience At least seven (7) years of progressively responsible experience in, logistics, budget, finance, general administration, and field operations is required.

Experience in handling complex organizational issues at the international level is desirable.

Field experience in a conflict or post-conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
