Org. Setting and Reporting This position is within the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM), located in Geneva, Switzerland. The position encompasses requisitioning, property management, logistics, human resources and general administration. The Administrative Officer will report to the Senior Administrative Officer.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties:

- General Administration: - Oversees work related to procurement (including acquisition planning and contract administration), billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors, consultants and individual contractors for services. - Reviews adequacy of space requirements of the IIIM, supports logistical requirements. - Coordinates overall administrative projects, including oversight initiatives related to risk management and business continuity. - Oversees property management for the IIIM. - Performs other related work as required.

- Human Resource Management: - Effectively coordinates actions relative to the administration of human resource activities, particularly job classification reviews, ensuring consistency in the application of UN rules and procedures. - Participates in explaining the conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

- Budget and Finance: - Participates in the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. - Assists with monitoring and reviewing the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. - Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources. - Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. - Provides guidance and leadership to more junior staff.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, procurement or related field is required.

    Experience in requisitioning or procurement at the international level is desirable.

    Experience in property management at the international level is desirable.

    Experience in a job classification system at the international level is desirable.

    Experience in the UN common system is desirable.

    Languages English and French are the two working languages of the United Nations Secretariat. For the positive advertised, fluency in English is required. Fluency in French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
