Org. Setting and Reporting This position is located in the Executive Office of the Department for General Assembly and Conference Management (DGACM) in New York.

The Administrative Officer reports to the Executive Officer.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties:

Human Resource Management - Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, performance appraisal, vacancies, training, learning strategy and staff development, etc., ensuring consistency in the application of UN rules and procedures. - Provides expert advice with respect to workforce planning, duties and responsibilities, and researches and designs innovative solutions with the purpose of developing a comprehensive workforce planning and management strategy under the Staff Rules and Regulations and relevant policy framework. - Represents the Department/Unit at Departmental Panels and appointment bodies. - Reviews post incumbency reports and HR data for purposes of integrating them in decision making process by the senior management team, monitors and reports on key performance indicators. - Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

Budget and Finance - Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources, conducts business analysis, designs and implements solutions leading to automation of business processes and data integration. - Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. - Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. - Develops service level agreements with clients of the DGACM, ensures coordination with counterparts in other duty stations, with other departments in the UN Secretariat, solicits inputs and facilitates discussions with clients to achieve efficient and sustainable cost recovery.

General Administration - Implements and monitors support services, including procurement of supplies and services; communications, engineering and information technology support; and provision of local utilities and service requirements. - Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues. - Leads the Client Support Team, plans and manages resources, monitors performance of client support services. - In close consultation and coordination with counterparts across the DGACM and other departments in the United Nations Secretariat, researches, develops requirements and implements solutions for integration of quantitative and qualitative data across multiple enterprise applications and reporting platforms, designs reports, ensures quality control though testing and user acceptance of solutions prior to their rollout in the DGACM - Produces major/complex reports for management. - Provides expert guidance and leadership to more junior staff. - Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements. - Performs other related work as required.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.

    Experience in implementing innovative enterprise solutions is required.

    Experience in formulating strategies and coordinating development of budget proposals, managing budget implementation; designing and producing complex management reports is required.

    Experience in performance reporting, monitoring and evaluation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice Appointment against this position is for an initial period of one year and renewal therefore subject to the availability of the post or funds, budgetary approval or extension of the mandate.
