Org. Setting and Reporting This position is in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), duty station Bamako. The Administrative Officer will report to the Chief of the Operations & Resources Management (ORM) Pillar.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties:

HUMAN RESOURCES MANAGEMENT - Initiates and coordinates actions covering the entire span of human resource activities, such as recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, and related areas, ensuring consistency in the application of UN rules and procedures. - Researches and advises on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Represents the Section at Departmental Panels and appointment bodies. - Reviews post incumbency reports for purposes of vacancy management and staffing table control. - Leads, oversees and coordinates the preparation and implementation of the section work program and budget execution to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

BUDGET AND FINANCE - Defines requirements and works with Sections/Units with respect to improving budget reporting systems and cost-effective utilization of resources. - Monitors and advice on budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. - Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.

GENERAL ADMINISTRATION - Monitors support services for the Section, including procurement of supplies and services; transport, travel and traffic, communications, engineering, and information technology support; and provision of local utilities and service requirements. - Supervises a staff of the ORM front Office and provide advice to colleagues from the ORM Sections. - Produces major/complex reports for management and expert guidance. - Performs other related work as required.

PERFORMANCE MANAGEMENT - Oversees the overall performance of the Section based on agreed workplans. - Develops, applies and monitor performance management tools for the ORM Pillar. - Performs other related work as required.

OTHER TASKS: •In cooperation with other offices of the Mission, plans and forecasts ORM requirements (to include regional requirements) and implement support plans meeting their requirements. •Takes the lead on the implementation of special projects assigned to the ORM Pillar. •Evaluation the support provided by MSD to the clients/partners and propose solutions •Liaises with stakeholders, UN Agencies, Funds and Programmes, etc on behalf of Chief ORM.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in Business or Public Administration, Finance, Law, Logistics, Supply Chain Management, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in administration, budget, human resources, logistics or related field is required.

At least five years of experience working in front office is required.

Hands on experience in drafting and analysis of administrative policies and practice is required.

Working experience in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization is desirable.

Experience working with uniformed and non-uniformed personnel is desirable.

Experience in logistics, project management, IT or field operations support is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.
