Org. Setting and Reporting This position is located in the Executive Office of the Secretary-General, Management and Administration Unit (Executive Office).

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties:

Human Resource Management - Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, extension of appointments, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. - Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Provides expert advice and guidance to programme managers on the effective use of human resources. - Represents the Department at Panels, Meetings, Committees and Groups. - Reviews and manages the position incumbency reports for purposes of vacancy management and staffing table control. Reviews status of positions and extends as necessary against extra-budgetary resources etc. - Reviews and monitors the Management Dashboard information pertaining to staffing, vacancies, mandatory training, performance management, gender and geographical distribution, etc. - Prepares data with charts on staffing statistics to share with Senior Managements. - Keeps abreast of revised and new policies and instructions as they become available.

Finance - Initiates and coordinates the process of recruiting consultants and individual contractors. - Reviews and recommends level of remuneration for consultants. - Processes payment for services rendered by consultants ensuring attendance certifications etc. - prepares routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures.

  • Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper financial management and control.

    General Administration

  • Implements and monitors support services, including procurement of supplies and services; transport, travel, communications, and information technology support; and provision of local utilities and service requirements.
  • Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
  • Produces major/complex reports for management.
  • Provides expert guidance and leadership to more junior staff.
  • Performs other related duties as required, e.g., review and allocation of office space ensuring adequacy of departmental space requirements, and technology requirements.
  • Processes hospitality requests on behalf of Top Echelon.
  • Reviews the training requirements and notify staff members of available mandatory training.
  • Monitors and manages various compliance requirements for the Department
  • Prepares various communications on administrative issues as required.
  • Provides and manages access to the floors for staff members and senior leaders.
  • Performs other related work as required.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, human resources management, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in administration, human resources management of a related field is required.

Experience working in an administrative or executive office setting is required

Experience working in UMOJA and INSPIRA on Human Resources activities is required

Experience working with Organizational Management is required

Experience in exercising activities related to the Delegation of Authority is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
