Org. Setting and Reporting This position is located in the Office of the Special Coordinator for Lebanon. The Administrative Officer reports to the Chief of Staff (First Reporting Officer) and the Special Coordinator for Lebanon (Second Reporting Officer).

Responsibilities Within delegated authority the Administrative Officer will be responsible for the following duties:

Contribute to the achievement of UNSCOL’s mandate by providing the necessary Administrative Services, Logistical and Technical Support to all UNSCOL clients in accordance with UN Financial Regulations and Rules, Policies and Best Practices. Leverage and where possible expand existing support arrangements with other UN offices in line with Memorandum of Understandings,( with UNIFIL, ESCWA, etc). These include areas such as budget, finance, human resources management, material resources management, transport, logistics and general services – including facilities, environmental and workplace safety management. Act as principal adviser to the Special Coordinator, Deputy Special Coordinator, and all staff of UNSCOL on all matters pertaining to administrative, logistical and technical support; Plan, organize, implement, manage and oversee the activities of all logistical and administrative support operations; Provide effective management of human, financial and material resources; Liaise, negotiate and coordinate with national authorities with respect to administrative and logistical matters; Ensure development, preparation, coordination and monitoring of overall mission support work plans and inputs to security plans; and take the lead in securing the required human, financial and material resources required for the functioning of UNSCOL; Establish a set of standard operating procedures and internal control and monitoring tools that are consistent with UN policy and practice in order to ensure proper budget, financial, material and human resources management and control; Provide guidance, support and supervision to administrative, technical and logistical support staff, audit and evaluation services as appropriate; Ensure provision of guidance, performance evaluation, supervision and mentoring to all mission support staff pertaining to their areas of responsibility; Represent mission support at meetings, protocol and ceremonial occasions; brief visiting senior officials on mission support activities, etc.; Perform other related duties as may be required by the first and second reporting officer.

Competencies Professionalism: Demonstrated ability to provide effective, efficient and timely services and advice in a broad range of administrative, financial/budget and material resource management to all UNSCOL staff; ability to ensure preparation of mission support related management reports and meeting/monitoring key performance indicators set for the mission support component of UNSCOL; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors on-going developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Leadership: Strong managerial/leadership skills; demonstrated flexibility in leadership by performing and/or overseeing the analysis of complex human resources, financial or administrative and logistics management policy and programme issues; proven record of building and managing teams and creating an enabling environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills; tact in negotiating skills; good judgment and decision- making skills; demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into substantive work; commitment to the goal of achieving gender balance in staffing.

Managing Performance: Ability to establish priorities and to plan, coordinate and monitor work of others; ability to make timely decisions; ability to coach, mentor, motivate and develop staff and encourage good performance; immediately address underperformance.

Education Advanced University degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, law or related fields. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of advanced university degree. Certificate in Prince 2 Foundation is desirable.

Work Experience A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in developing, analyzing and reviewing Policies, Standard Operating Procedures, audit responses, budget proposals and statistics is required. Experience in coordinating varied resources to productive deliverables is required. Experience in working with a United Nations senior official is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
