Street Child is a rapidly growing, child-focused humanitarian and development organisation. Since its founding, Street Child has supported over 1.5 million children across 25 countries. Operating in Liberia since 2013, we have helped over 50,000 children access improved protection and education services. Our $1m program portfolio is focused on addressing barriers to education in Montserrado, Margibi, Maryland, and River Gee counties, in line with government priorities.

We are now entering the final year of the Education for Every Child Today (EFECT) project, aiming to enrol 13,500 out-of-school children in Liberia into education.

Role Summary

The Administrative, Logistics & Procurement Officer will oversee and coordinate administration, procurement, and logistics functions across Street Child Liberia’s operations. This role is essential in ensuring effective support across departments, smooth operational delivery, and compliance with both donor and national regulations.

Key Responsibilities

Administration (35%)

  • Manage daily operations of Monrovia and field offices.
  • Welcome and attend to office visitors professionally.
  • Liaise with service providers, contractors, and external stakeholders.
  • Maintain office supply inventories and manage procurement of office needs.
  • Record and distribute minutes of staff meetings.
  • Ensure legal compliance with INGO and labour regulations across relevant Ministries.
  • Review and maintain supplier contracts.
  • Maintain employee records including contracts, leave tracking, and timesheets.
  • Provide accurate payroll details to Finance Officer.

Procurement (35%)

  • Develop and execute the project procurement plan.
  • Solicit competitive quotes and bids from vendors in accordance with budget and policies.
  • Draft and manage vendor contracts and monitor service delivery compliance.
  • Conduct price/cost analysis and maintain up-to-date market information.
  • Prepare source selection documents and cost evaluations.
  • Identify and qualify vendors through regular market research.
  • Ensure open and ethical supplier relationships.
  • Assist in preparation of purchase orders and payment documentation.

Logistics (30%)

  • Plan and coordinate staff travel and transportation.
  • Organise meetings, training sessions, and logistics for field visits.
  • Coordinate vehicle use, maintenance schedules, and accommodation arrangements.
  • Maintain and update asset records and conduct inventory checks.
  • Manage and file logistical documentation efficiently.
  • Ensure compliance with internal and donor logistics policies.

Person Specification

Education & Skills

  • Bachelor's degree in Administration, Human Resources, Operations, or related field.
  • Strong knowledge of administration, HR, and logistics best practices.
  • Familiarity with NGO operations and donor compliance.
  • Excellent written and verbal English communication skills.
  • Ability to work independently and take initiative.

Experience

  • Minimum 3 years’ experience in administration, logistics, procurement, or HR.
  • Working knowledge of Liberian labour laws and motor vehicle regulations.
  • Experience working in NGOs or INGOs.
  • Proficiency in Microsoft Office and digital file management.
  • Experience with safeguarding and organising training/events.
