You have:
- High school diploma, bachelor's degree or equivalent in related fields.
- Knowledge and experience in administrative services, finance, accounting, audit, human resources or related area for three years, preferably with experience in the United Nations.
- Fluency in oral and written English is required; knowledge of another official United Nations language is an advantage.
Result of Service Works independently under guidance of the line manager and within the approved plans and budgets, provides accurate and timely reports and/or records in the areas of work programming, budget/financial management, personnel administration and other administrative functions; efficiently supervises team of clerical staff or work unit.

Duties and Responsibilities Organizational Setting and Reporting Relationships: This position is located in the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM), Tehran, the Islamic Republic of Iran, and reports to ESCAP-APDIM Senior Coordinator.
Within delegated authority, an Administrative/Financial Associate will be responsible for the following duties:
Human Resources Management
- Supports actions related to the administration of human resource activities, e.g., recruitment of staff and consultants, placement, training etc., ensuring consistency in the application of UN rules and procedures.
Budget and Finance
- Assists in the preparation and review of financial and human resource proposals/requirements.
- Consolidates budget/work programme with respect to Headquarters' budget, trust funds, grants and procurement.
- Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
- Assists managers in the elaboration of resource requirements for budget submissions.
- Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures
- Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
General Administration
- Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
- Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
- Performs other related administrative duties, as required (e.g., support operational travel programmes and arrangements; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations, customs clearance services). •Ensure regular cleaning and organization of the office and provision of all required services in Sepand building.
- Acts under supervision of the line manager, as a coordinator for the office preparation; coordinate with ESCAP Bangkok Administrative and Substantive office regarding deliverables and activities relating to the APDIM office set-up
- Provides support for meeting, conference and event management initiatives.
Contract Administration - Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. - Supervises contractors/vendors regarding services and goods rendered/delivered to the office; ensure compliance with specification or specified requirement. - Audits the contractors' invoices against goods and services provided by the contractor and approved by the UN. - Processes the payment of contractors' invoices and monitor payments. - Prepares and processes all UN forms and permissions for contractual and work unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.
Qualifications/special skills High school diploma, bachelor’s degree or equivalent in the related fields. Knowledge and experience in administrative services, finance, accounting, audit, human resources or related area for three years preferably with an experience of working in the United Nations.
Languages Fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
