Background

UN Women supports UN member states as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: (1) increasing women’s leadership and participation; (2) ending violence against women; (3) engaging women in all aspects of peace and security processes; (4) enhancing women’s economic empowerment; and (5) making gender equality central to national development planning and budgeting. UN women coordinates and promotes the UN system’s work in advancing gender equality.

The Ending Violence against Women (EVAW) section is part of the Policy, Programme, and Intergovernmental Division at UN Women Headquarters in New York. The section is responsible for several functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes.

Under the overall guidance and supervision of the Ending Violence against Women Chief of Section, and in close collaboration with the EVAW policy specialists, the EVAW section is seeking the services of a consultant to support the section in finance, budget, procurement, and administrative backstopping directly related to its prevention and essential services programmes of work, from 1 September 2023 – 28 February 2024.

Duties and Responsibilities

  • Coordinate administrative and operational tasks relating to the prevention and essential services programmes of work, including preparing relevant documents for internal operational processes and procedures;
  • Support the coordination of meetings and events, e.g., learning series, including travel, relating to the prevention and essential services initiatives;
  • Provide support to the organization and coordination of meetings and events, including booking conference rooms, including participants in passage point, zoom meeting set up, organizing interpretation and other administrative tasks;
  • Assess procurement requirements and support procurement and recruitment needs, as they relate to the prevention essential services areas of work;
  • Coordinate the collection of information for any audits of programmes/projects and support implementation of audit recommendations;
  • Maintain compliance to internal expenditures control system;
  • Review and verify financial transactions, activities and documentation, including monitoring financial transactions and monthly expenditures, and generating financial listings when requested;
  • Develop or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management to support implementing partners, particularly as they relate to prevention and essential services;
  • Provide, as needed, additional administrative support and backstopping, e.g., travel for special events, webinars, workshops, meetings etc. related to other projects in section.

Competencies

  • Good knowledge and expertise in financial planning, management and reporting;
  • Expert knowledge of complex financial and operational rules and regulations, preferably UN/UN Women financial and staff rules and regulations;
  • Good knowledge of the UN system operational functionalities, e.g., Quantum;
  • Ability to administer administrative processes and financial transactions, and proven ability to promptly learn and comply with administrative rules and regulations;
  • Ability to multi-task, address competing priorities and handle logistical details;
  • Demonstrate consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct;
  • Strong sense of responsibility, confidentiality, and accountability;
  • Strong problem-solving and analytical skills.

Required Skills and Experience

Education:

  • Undergraduate degree in finance, accounting, business administration, or a related field;
  • A professionally qualified accountant from an internationally recognized institute of accountancy will have a distinct advantage.

Experience:

  • Five (5) + years of progressively responsible administrative, financial management and reporting experience is required at the national and international level;

  • Previous work experience and knowledge of UN Women mandate and procedures a distinct advantage;

  • Experience in the use of computer applications, database and software packages (Quantum, Excel, Work, Access etc.) as well as web-based management systems;

  • Previous UN administrative and budgeting experience an advantage;

  • Fluency in English is required; working knowledge of another UN language is an asset.
