**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Doha Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Culture Type of contract : Non Staff Level : Level 3 Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 20/11/2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **CONTEXT AND BACKGROUND** -------------------------- In July 2023, the Royal Commission for AlUla and UNESCO signed a project agreement “Heritage and creativity for AlUla’s sustainable development”, which aims to leverage the heritage of AlUla in all its forms, to enhance the understanding of its significance, and to contribute to its safeguarding through the transmission of AlUla’s history and culture by narrating its story and empowering the bearer communities. By doing so, the project will aim at enhancing sustainable tourism through the promotion of culture, thereby directly benefitting local stakeholders. The project intends to provide technical assistance and capacity building, develop international networks and enhance visibility for cultural heritage and creativity in view of the sustainable development of AlUla. More specifically, it will address the role that heritage and creativity can play in building sustainable cities and promoting a culture-engaged, people-centred development model for AlUla. **TASKS AND EXPECTED OUTPUTS** ------------------------------ Under the overall authority of the Director of the UNESCO Regional Office for the Gulf States and Yemen, general supervision of the Head of the Culture Unit at the Office and the direct supervision of the Project Coordinator, the incumbent will contribute to the implementation of the project “Heritage and creativity for AlUla’s sustainable development”. In particular, s/he will be expected to perform the following responsibilities: • Provide administrative and financial support for the effective operations and implementation of the project. • Support shortlisting and evaluation, as per the set criteria and needs; • Contribute to the preparation of the budget associated with work plans for the different outputs of the project in line with established strategies and the results of consultation meetings with partners; • Coordinate tracking of budget planning and budgetary expenditures against procurement and work plans to ensure harmonization and timely achievement of budgetary targets; • Support the preparation of the contracts, and calls for proposals by the project team; • Assist in organizing stakeholder meetings, workshops, steering committee meetings, and events; liaise and prepare lists of planned activities for logistical and organization purposes; • Follow-up on contractual initiatives as well as on outstanding matters, verify and provide information on budgetary transactions compliance, review requests for payments, contractual and remaining obligations; • Support the preparation of the financial reports of the project; • Plan and organize missions for project team in Doha and Riyadh; keep track and follow-up to ensure timely submission and liquidation of open commitments; • Draft correspondences, emails and type a variety of notes to documents and transmit administrative information; and maintain adequate filing; • Support the organization of international events to promote the project’s achievements with logistical and contractual arrangements. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** Bachelor’s degree (or equivalent) in the field of finance, banking, business management, or relevant field. **Work experience** • A minimum of four (04) years of relevant work experience in administration and finance of which at least 1 year acquired at the regional and/or international level would be an advantage. • Work experience in the UN system will be an added advantage. **Other Skills/Competencies** • Integrity, reliability, and a sense of commitment in the execution of duties. • Excellent coordination and organizational skills. • Good analytical and problem-solving skills. • Good knowledge of results-based and budget management tools. • Excellent interpersonal and communication skills, including the ability to draft clearly and concisely. • Ability to work effectively in a team and to maintain effective working relationships in a multicultural environment. • Ability to build and maintain partnerships. • Ability to work under pressure, manage heavy workloads, and meet tight deadlines, paying close attention to detail and quality of work. • Strong IT skills including good knowledge of standard office software. • Sensitivity to the local context. • Knowledge of UNESCO’s mission and action in the field of culture will be an advantage. **Languages** • Excellent knowledge (written and spoken) of English. • Knowledge of writing and speaking Arabic would be an asset. CONDITIONS OF EMPLOYMENT ------------------------ UNESCO Salaries in Qatar are paid in Qatari Riyals; the annual remuneration for the post is QAR 230251.
