Job organizational context:

The Administrative Assistant is accountable for procedural and some specialized communications, operational and administrative support services related to vehicle fleet management. He/she also supervises work of UNICEF drivers.

Impact of Results

The scope of key results extends beyond small, discrete teams to impact support services of larger, more complex organizational structures. S/He supports the supervisor in the compilation and coordination of work products, ensuring deadlines are met and that established rules and procedures are followed. The work is standardized; yet the incumbent must apply a good knowledge of guidelines, to operationally support the Division/Office. Key performance indicators go beyond the timeliness and accuracy of work to include planning and organizing the work of the team.

Administrative Assistants at this level represent the supervisor in communications involving the exchange of non-routine information, coordinating and following up on deadlines as well as establishing and maintaining communications with staff across various divisions. Communications require tact and discretion. They may also provide guidance and direction to temporary or lower level staff.

Key functions, accountabilities and related duties/tasks

Vehicle maintenance

  • Keeps an itemized record for each vehicle, showing all mechanical maintenance, repair, operating costs including who performed the services.
  • Develops a regular preventative maintenance schedule for all UNICEF vehicles based upon their respective itemized record, warranty requirements, manufacturer's suggested schedules, and the Mechanical Upkeep Schedule.
  • Maintains periodic inspection of all vehicles and inspection records to be maintained against each vehicle,
  • Ensures that all mechanical maintenance is performed by qualified and reputable vehicle mechanics and that warranty-related repairs are performed at manufacturers' dealership and repair centres whenever possible.
  • Arranges for the purchase and timely distribution of vehicle supplies.
  • Keeps a small supply of commonly needed parts (e.g.: fan belts, hoses, oil filters, etc.) in stock, especially if these items are not readily available or are locally expensive.
  • Participates in the technical evaluations of bids received from vendors through the Supply and Logistics Unit.
  • Obtains diplomatic license plates for all UNICEF vehicles and vehicles of international colleagues
  • Arranges insurance for all UNICEF vehicles

Vehicle Log Administration

  • Reviews vehicle logs regularly to ensure that usage and operating costs are reported accurately by the drivers and have been properly authorized.
  • Ensures the constant availability of vehicles for temporary assignment in support of one off and emergency tasks as directed by the Administrative Services Officer.
  • Checks that fuel for UNICEF vehicles is obtained through the most economical and appropriate means,

Vehicle fleet management

  • Tracks and monitors effectively and efficiently the use and management of vehicles
  • Manages requests for providing transport for visitors or staff upon arrival and departure at UNICEF office locations, airports, etc..
  • Checks the Vehicle Tracking Systems to insure the effective and safe usage of UNICEF vehicle
  • Inspect, review all vehicle incidents / accidents to prevent recurrence

Budget Monitoring

  • Monitors budgets and financial expenditures of fleet, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
  • Provides support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.

Human Resources

  • Drafts vacancy announcements for positions within his/her office for review by supervisor to help attract ideal candidates.
  • Ensures timely and efficient screening of applications for minimum eligibility, taking into account qualifications, competencies, and post requirements.
  • Liaises with candidates in the various stages of the recruitment process.
  • Coordinates the scheduling of interviews and technical assessments.
  • Records and maintains recruitment files, ensuring all necessary documentation has been prepared.
  • Monitors life-cycle of recruitment process to update supervisor as necessary.
  • Conduct and coordinate training activities for UNICEF drivers such as an induction briefing to all newly recruited drivers, face-to-face and online training activities.
  • Checks drivers’ overtime, supervises, monitors and evaluates drivers’ performance.
  • Monitors driver behavior and ensures a high level of customer service.

Office Planning & Project Management

  • Ensures the availability of timely, complete and accurate information and data for preparing section work plans and project management plans.
  • Undertakes basic research and performs comparative analysis of project/programme related data.
  • Monitors project implementation against established milestones and makes recommendations to improve performance.
  • Helps ensure timely compliance with agreed deadlines.
  • Acts as focal point in the review of the completeness of data reports with key monitoring and evaluation information.

Invoice Processing

  • Responsible for collecting invoices and filing documents for approval and thereafter processing in VISION.
  • Uploads electronic files and verifies results to destination system.
  • Responds to client transaction status and other inquiries.

  • Recruitment Qualifications

    Education:

    Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

    Experience:

    A minimum of 5 years of relevant administrative or clerical work experience is required.

    Language Requirements:

    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Skills

  • Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint; knowledge of integrated management information systems required.
  • Thorough knowledge of UNICEF administrative policies and procedures.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to deal patiently and tactfully with visitors.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural background.
