OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

Provides legal advice and counsel to PAHO’s Governing Bodies, the D, EXM, PWRs, PAHO Centers, field offices and PASB Headquarter entities on all legal matters, such as the application of national and international law to the Organization's programs and activities, and on constitutional, administrative, and procedural matters. Drafts, reviews and/or negotiates instruments with legal implications for the Organization and represents and defends the Organization before the Administrative Tribunal of the International Labour Organization and other national or international judicial and quasi-judicial bodies. Provides technical cooperation to Member States on health-related legislation and promotes an integrated Human Rights-based approach to the Organization’s work.

DESCRIPTION OF DUTIES

Under the general supervision of the Legal Counsel (LEG), and the direct supervision of the Program Support Specialist (LEG), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Perform administrative support functions, including but not limited to: maintain the office agenda; place and answer telephone calls, handle those of routine nature or forward the call to the corresponding officer; receive visitors; maintain the calendar of appointments and schedules; prepare routine correspondence in English and Spanish; draft articles, reports, technical documents, charts, and a variety of correspondence involving the use of technical terminology; prepare agendas and other material for use on official trips or special meetings;
  2. Review all incoming correspondence which require action by the supervisor; identify urgent matters, and ensure that these are handled expeditiously, determining which can be answered by specific Office personnel; gather necessary background documentation for correspondence requiring action; make recommendations regarding the appropriate action to be taken; monitor to ensure that deadlines for responses are met; follow up with various personnel in the Office for the submission of reports and preparation of correspondence;
  3. Assist in the preparation of presentations, reports and articles by reviewing, correcting and/or rewriting texts to improve clarity, conciseness and, coherence; prepare and verify the content of tables, graphs, and charts; follow-up on the submission of reports and correspondence in order to meet established deadlines;
  4. Prepare correspondence on own initiative or from verbal instructions for signature; prepare draft translations of correspondence and other materials from English into Spanish and vice versa;
  5. Review all outgoing correspondence requiring the official signature; proofread for style, punctuation, grammar, spelling and adherence to the Organization’s standards and policies; recommend revisions to correspondence and other documents to ensure that they are clear and accurate in content;
  6. Assist in the coordination, preparation and implementation of internal and external meetings, conferences, seminars, or other events; prepare correspondence and documentation as needed; initiate documents for recruitment of temporary staff and contingent workers; assist with travel arrangements;
  7. Organize travel plans and make necessary arrangements, including obtaining concurrence, airline tickets, required visas, hotel reservations, travel authorizations; prepare and assemble background materials required for duty travel;
  8. Establish and maintain physical and electronic files and controlled reference material; conduct research of files, reports, and other sources to obtain material requested and, when necessary, compiling summaries;
  9. Assist in the administration of the operation and maintenance of LEG’s data and information systems;
  10. Respond to questions pertaining to the LEG SharePoint site from internal and external users; determine user needs, interpret their requirements and provide the information or guide them to obtain/elicit the information required;
  11. Coordinate the development, updating, and maintenance of the SharePoint site and the input material, as requested; assist in the production and publication of material for electronic dissemination and ensure that material meets the requirements and standards;
  12. Reformat documents to be published on the Internet and Intranet, adapting the presentation to the respective requirements and selecting and applying approaches which will optimize the visual impact of the final product, in consultation with the authors;
  13. Provide support to LEG staff on web-site related issues and on new procedures to be followed when submitting documents for publication or presentation;
  14. Assist LEG staff in responding to information needs, by creating reports or mailing lists from the respective databases;
  15. Perform other support functions, including but not limited to: prepare requests for acquisition of supplies; draft briefing book documents based on information received;
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: Certificate of completion of high school.

Technical Expertise:

  • Proficiency in the use of computer software in accordance with assigned responsibilities.

Languages:

Very good knowledge of English and Spanish.

IT Skills:

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION
