Org. Setting and Reporting This position is located in the Executive Office of Internal Oversight Services (OIOS) in New York. The Administrative Assistant will report to the Finance and Budget Officer.

OIOS is an independent office reporting to the Secretary-General and to the General Assembly. It comprises of three pillars, the Internal Audit Division (IAD), the Inspection and Evaluation Division (IED) and the Investigations Division (ID) with a staff presence in Headquarters, Offices Away from Headquarters and Peacekeeping Missions.

Responsibilities The Administrative Assistant will be responsible for the following duties:

BUDGET AND FINANCE:

  • Provides support with respect to the review, analyses and preparation of the budgets and performance reports for regular budget, support account and extra budgetary resources;
  • Assists managers in the elaboration of resource requirements for budget submissions;
  • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Monitors expenditures and compares with approved budget; prepares adjustments and redeployments as necessary; coordinates justifications for redeployment request with offices;
  • Monitors integrity of various financial databases;
  • Prepares consolidated monthly expenditure reports;
  • Process fund distribution received from HQ and input allotment advices;
  • Keeps records and statistics of past expenditure trends.

GENERAL ADMINISTRATION:

  • Facilitates operational travel including the approval of travel requests and travel expense reports in a timely manner.
  • Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial and budgetary matters.
  • Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field.
  • Monitors accounts and payments to vendors and individual contractors for services.
  • Oversees the maintenance and tracking of post vacancies.
  • Monitors staffing tables and prepares relevant statistical data/charts.
  • Perform other related administrative duties, as required.

Education High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.

Work Experience A minimum of seven years of progressively responsible experience in administrative services, finance, budget, accounting, or related area is required.

Experience in data analysis using UMOJA or similar ERP is desirable

Experience working with large data sets is desirable.

Languages Fluency in oral and written English is required. Knowledge of another official language of the United Nations is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available until 04 May 2023. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. This temporary position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
