Org. Setting and Reporting This temporary position is located in the Administrative Unit of the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS). The Administrative Unit supports the Division in planning, implementing, and reporting the utilization of resources, and covers all aspects of administration from recruitment, procurement, IT support, and finance. The incumbent will report to the Administrative Officer.

The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources, and abuse of authority.

Responsibilities Within limits of delegated authority, the Administrative Assistant will be responsible for the following duties in support of the Investigations Division and the Administrative Office:

1. Human Resources - Recruitment: create and advertise job openings, coordinate testing and interviews, liaise with hiring managers on candidate evaluation, enter evaluation data in INSPIRA and submit required documentation to EO colleagues - Archive and update personnel folders for ID staff of all offices (recruitment, personal actions, contract extensions, medical documents and personal history records) - File and maintain correspondence in relation to recruitment and other actions - Draft contract extension requests and Special Post Allowance requests for the review of the Administrative Officer, signature of the Director, and submission to the EO and/or ORB - Monitor the completion of performance documents: track submission and completion of ePerformance documents for NY staff members - Maintain and update division staffing table with staff data and contract data - Update monthly reports for the EO office of JO changes and staff movement, staffing table and organizational charts - Assist in the preparation of post classification - Monitor and update mandatory training compliance - Monitor and record flexible working arrangement contracts for the Division and keep staff location and addresses up to date - Assist with onboarding communication to new staff members

2. Office space and access - Provide administrative and logistics support for meetings and conferences as required - Coordinate office space or moving requests and seating arrangements with FMS, including meetings and walk-thru - Manage office access: Assign keys as necessary and maintain log of all access keys to the divisional offices, file rooms, cabinets, desks, etc. Request new keys when needed and pick up from Locksmith - Manage electronic access to the office premises: Coordinate with the EO and Locksmith to grant or remove e-access as necessary - Coordinate and approve availability of conference and interview rooms for staff use - Provide newly on-boarding staff with UN materials, e.g. maps, directories, mandatory training links, etc.

3. General administration - Assist the Director’s office with administrative support as needed for meetings, conferences, and investigation-related tasks - Manage the Director’s travel arrangements as needed - Liaise with other offices on behalf of the director for meetings and document signatures - Assist visitors with administrative tasks

Education High school diploma or equivalent.

Work Experience Seven years of relevant experience in administrative support, including human resources administration, is required. Experience in working in an international organization or similar environment is desirable. Experience in working with HR management systems, (HRIS or INSPIRA) and with ERP systems (SAP or Peoplesoft) is desirable. Experience in supporting remotely working staff members is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

This temporary position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
