Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities.
This post is in UNEP's Economy Division, Energy and Climate Branch Administrative Team, in the Paris duty station. Under the direct supervision of the Administrative Officer of the Energy & Climate Branch and the overall guidance by the Chief of the Energy and Climate Branch, the incumbent will undertake the following functions:
Responsibilities 1.Initiates, reviews, processes and follows-up on actions related to the administration of the Branch’s human resource activities, e.g., recruitment of staff, consultants, and interns, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. 2. Processes Job Openings in INSPIRA keeping track of all open vacancy announcements for the Branch. 3. Prepares documentation and background materials on classification related matters. 4. Coordinates requests for Flexible Working Arrangements (FWA) and ensures data tracking. 5. Liaises with Corporate and Divisional HR Focal Points to facilitate a smooth workflow within the Division and the Branch regarding ongoing recruitments. 6. Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. 7. Monitors staffing table and prepare relevant statistical data/charts for senior management. 8. Performs other related administrative duties, as required. HRMS management. 9. Prepares requisitions in Enterprise Resource Planning (ERP) system, Umoja, for shopping carts for consultant contracts, ensuring proper procedures and overseeing consolidated monthly consultant payroll. 10. Assists with Umoja entries for procurement as requisitioner using overall best practices for conducting UN Procurement. 11. Coordinates extensively with Chief of Branch and Project Managers on overall organizational needs through daily operations. 12. Prepares, processes, and follows up on administrative arrangements and forms related to the official travel of staff, consultants, and meeting participants. 13. Drafts correspondence to respond to inquiries in respect to relevant administrative and personnel matters. 14. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. 15. Assists with visualizations and updating information material such as web pages or brochures. 16. Performs other related administrative duties, as required, e.g., physical space planning and meeting room reservations, organizing and coordinating administrative arrangements for meetings and conferences.

Education High school diploma or equivalent is required. Supplementary training in human resources and/or administration is desirable.
The ability to perform analysis, modeling and interpretation of data in support of decision-making.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
The GGST is administered to applicants when required before the administration of a written assessment and/or interview.
Work Experience A minimum of seven (7) years progressively responsible and relevant work experience in administration, with at least two years specializing in human resources management is required.
Experience providing guidance to staff on human resources rules and regulations is desirable
Experience in the use of ERP systems and Inspira or similar human resource platforms is desirable.
A minimum one (1) year or more of experience in data analytics or related area is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice Appointment against this post is for an initial period of one (1) year and may be subject to extension.
