Org. Setting and Reporting This position is located in the Human Resources Section of the Executive Office, Department of Economic and Social Affairs (DESA). The Executive Office provides human resources, finance and budget logistics and general administrative support to DESA, the Office of the Special Adviser on Africa (OSAA), the Office of the High Representative for the Least Developed Countries. Regional Commissions New York Office (RCNYO) and the Chief Executive Board (CEB) Secretariat New York Office. The Administrative Assistant reports to the Administrative Officer and theSenior Human Resources Officer.

Responsibilities Within delegated authority, the Administrative Assistant will be responsible for the following duties:

Human Resources Management ¿ Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and non-staff, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. ¿ Reviews and processes requests for hiring of Consultants and Individual Contractors, ensuring compliance with policies and procedures; ¿ Monitors and maintains staffing tables, including related organizational management actions in Umoja in line with approved budgets (positions and structure). ¿ Serves as the Performance Management Focal Point, monitors compliance; participates in briefings and trainings, coordinates communications and addresses queries from client offices and staff members; ¿ Monitors mandatory and external training compliance; ¿ Prepares relevant statistical HR-related data and reports, including from Umoja, for use by client offices and senior management; ¿ Co-ordinates follow up actions and communications with HR Focal Points on HR-related matters.

Budget and Finance ¿ Assists in the preparation and review of human resource proposals/requirements for consolidation in proposed programme budget and extrabudgetarily-funded. ¿ Assists managers in the elaboration of human resource requirements and organization management for budget submissions. ¿ Prepares relevant statistical data and reports, including from Umoja and Inspira, to support budget review by intergovernmental bodies. ¿ Co-ordinates with other finance and budget staff in the Executive Office and Programme Planning and Budget Division on related issues during preparation of budget reports.

General Administration ¿ Inventory Management – Acts as Focal Point for the coordination, consolidation and periodic reporting of the Department’s acquisition and disposal of non-expendable property and special items, etc. to Property Management Unit. Performs related actions in Umoja. Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. ¿ Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. ¿ Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). ¿ May be responsible for guiding, training, and supervising the work of more junior General Service staff.

Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education High school diploma or equivalent is required.

Work Experience Seven years of experience in administrative services, human resources or related area is required.

Experience in use of standard office applications is required.

Experience with the Enterprise Resource Planning (Human Resources and Organizational Management modules) desirable

Experience with extracting and analysing large HR datasets and preparing reports is desirable.

Experience with enterprise systems for selection/recruitment of personnel such as Inspira is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
