Org. Setting and Reporting This position is located in the Office of the Director (OD), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Administrative Assistant will work under the direct supervision of the Programme Officer and overall guidance of the Deputy Director of DPA.

Responsibilities Under the direct supervision of the Programme Officer and overall guidance of the Deputy Director of DPA, the Administrative Assistant will be responsible for the following specific duties:

  • Act as the Division’s focal point for Human Resources Management related issues: initiate, review, process and follow up on actions related to the administration of the Division’s human resource activities, e.g., recruitment of staff, including completing tasks relating to the Inspira-based recruitment system such as creating job openings, organizing written tests, organizing interviews, preparing preliminary and final assessments, etc; process and follow up on actions related to placement, promotion, relocation of staff, job classification reviews, separation of staff members, etc., ensuring consistency in the application of UN rules and procedures.
  • Respond to enquiries and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
  • Oversee the maintenance of job opening files and keep track of status of job openings. Review, process and keep track of personnel actions.
  • Monitor staffing table and prepare relevant statistical data/charts.
  • Assist in the preparation and review of human resources proposals/requirements including for budget submissions.
  • Prepare correspondence to respond to enquiries in respect to relevant administrative and personnel matters.
  • Coordinate extensively with staff of Human and Financial Resources Management Services regarding personnel and financial issues.
  • Serve as alternate Certifying Officer for DPA accounts.
  • Provide support for the Division in finance/budget, project management and administrative tasks.
  • Organize meetings on behalf of the Director and Deputy Director, DPA; manage their calendars, assist in collection of background documents.
  • Prepare Director and Deputy Director’s official missions in ERP system.
  • Assist in the preparation and consolidation of quarterly travel reports and travel plans.
  • Perform other work-related duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Work Experience A minimum of 7 years of work experience in administrative services, finance, human resources or related area is required.

Experience in end-to-end staff recruitment process is required.

Strong experience in budget, finance and programme support is required.

Experience in working with the United Nations system and/or similar international organization is desirable.

Experience with ERP (such as SAP) budget & finance is desirable.

Experience in working with UN Human Resources management systems such as Inspira is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
