Setting and Reporting The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the United Nations Security Management System (UNSMS) globally. As a global leader in security risk management principles, DSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. This position is located in the Executive Office of UNDSS. The Executive Office provides administrative support necessary for the implementation of the activities of the Department. The Administrative Assistant reports to a Finance and Budget Officer,

Responsibilities Within delegated authority, the Administrative Assistant will be responsible for the following duties:

Budget and Finance - Monitors status of expenditures and allotments through Umoja, records variations, updates budget tables. - Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. - Reviews status of relevant expenditures/commitments and compares with approved budget. - Reviews and creates accurate Umoja documents, such as shopping carts, low-value acquisitions, fund commitments, goods receipts and service entry sheets, to ensure (a) correct product/service ID and cost assignment are used and (b) availability of funds. - Assists in the preparation of budget performance submissions. - Prepares statistical tables and standard financial reports.

General Administration - Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. - Drafts routine correspondence. - Maintains files of rules, regulations, administrative instructions and other related documentation. - Maintains up-to-date work unit files (both paper and electronic). - Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. - Assists in taking physical inventories of UN property and in investigating and reconciling discrepancies. - Assists in preparing a variety of monthly, yearly and ad hoc inventory reports of UN property as required, including surplus (damaged/obsolete) UN property. - Conducts receiving and inspection formalities for incoming items; makes necessary arrangements to return damaged or defective inventoried items. - Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations.

Contract Administration - Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. - Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. - Processes the payment of contractors' invoices and monitor payments.

Client Orientation: - Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view - Establishes and maintains productive partnerships with clients by gaining their trust and respect - Identifies clients’ needs and matches them to appropriate solutions - Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems - Keeps clients informed of progress or setbacks in projects - Meets timeline for delivery of products or services to client

Education - High school diploma or equivalent is required.

Work Experience - Minimum five (5) years of experience in finance, budget, accounting, administrative services or related area is required. - At least one year of experience in finance or budget or accounting is required. - Experience using the finance related modules of an ERP system, such as Umoja or similar, is desirable. - Experience in the application of rules and regulations covering financial administration in the UN Common System or similar international organization is desirable.

Languages - English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment - Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is funded through General Temporary Assistance (GTA) funding with funding available for 364 days. Appointment or assignment against this position is for an initial period of 364 days, and any extension of the appointment is subject to extension of mandate and funding availability. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
