Org. Setting and Reporting DSS is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. These positions are located in the Executive Office of the Department of Safety and Security (DSS). The incumbents reports to an Administrative Officer.

Responsibilities Within delegated authority, the Administrative Assistants will be responsible for the following duties:

Human Resources Management •Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. •Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. •Reviews entitlements-related claims and reports. •Initiates medical clearance for staff and monitors and reviews sick leave cases. •Monitors staffing table and prepare relevant statistical data/charts. •Monitors and maintains staffing table and prepares relevant statistical data/charts; prints and reviews Umoja reports. •Maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. •Initiates, processes and follows up on questions related to travel of staff such as appointment, home leave, official business and separation, including shipment of personal effects. •Prepares travel authorizations including: coordinates with the staff member and the Travel Section; calculates and implements applicable travel entitlements; raises travel authorizations in Umoja and related financial authorizations, when applicable; reviews travel claims and supporting documentation and all other actions related

General Administration •Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. •Maintains up-to-date staff member working files (both paper and electronic). •Performs other related administrative duties, as required such as conducting background checks of rostered candidates for professional positions. •May be responsible for guiding, training, and supervising the work of more junior General Service staff. •Assists staff and managers on administration matters with emphasis on Umoja.

Contract Administration •Assists with the administration of UNDSS Field Staff. •Processes personnel actions to ensure prompt payment of salaries and entitlements. •Coordinates with UNDP to assist staff in obtaining visas, laissez-passer, family certificates, security clearances, as required, relating to their official travel. •Processes the payment of contractors' invoices and monitor payments. •Prepares and processes all UN forms and permissions for UNHQ staff, including: UN grounds passes, visas, laissez-passer, family certificates, etc.

Education High school diploma or equivalent.

Work Experience A minimum of seven (7) years of progressively responsible experience in administrative services, finance/budget or human resources is required. Experience using the HR administration modules in an Enterprise Resource Planning (ERP) system, such as Umoja SAP or similar ERP tool is required. A minimum of two (2) years experience in personnel administration within an Executive Office or similar setting is desirable. Experience with recruitment platforms, such as Inspira is desirable. Experience in the review and monitoring of sick leave cases is desirable. Experience processing international human resources entitlements is desirable.

Languages English and French are the working languages of the UN Secretariat. For these positions advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

These positions are funded through General Temporary Assistance funding and is subject to funds availability. They are available for a period of six months, with the possibility of extension. They are being advertised to fill two temporarily vacant positions during the absence of the regular incumbents. The regular incumbents are entitled to return to these positions at the expiry of the temporary vacancy period. If the regular incumbents exercise the right to return, the appointment or temporary assignment or promotion of the candidates selected will not be renewed or extended. If the selected candidates are staff members from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.   • While this temporary assignment may provide the successful applicants with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

  • These positions are subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
