Org. Setting and Reporting This position is situated in United Nations Mission in the Republic of South Sudan (UNMISS) and located in the mission's Field Office in Rumbek, Lakes State. The incumbent reports directly to the Field Administrative Officer (FAO) and is expected to perform a wide range of administrative office duties and responsibilities.

Responsibilities Within delegated authority, the Administrative Assistant will be responsible for the following duties:

General Administration •Performs, under minimal supervision, the full range of office management and administrative support functions; provides direct assistance to the FAO. •Maintains liaison with the with senior officials in other units regarding on-going programmes and other administrative matters; monitors processes and schedules related to the unit’s outputs, products, tasks, etc. •Ensures smooth and efficient information flow within the unit; prepares and processes confidential information; assists in the development of office administrative systems and procedures. •Attends meetings, prepares minutes, monitors follow-up activities. •Drafts routine correspondence. •Coordinates and structures input for FAO monthly report. •Maintains files of rules, regulations, administrative instructions, Mission Directives and other related documentation. •Maintains up-to-date work unit files (both paper and electronic). •Coordinates extensively with service units and liaises frequently with internal team members both at UNMISS Headquarters and in FO Rumbek. •Performs other related administrative duties, as required, e.g. attendance monitor for the front office; operational travel programme; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for meetings; leave recording; reservations; office supply and equipment orders. •Performs any other duties as assigned by the FAO.

Human Resources Management •Backstops HR Focal Point during absences. •Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures. •Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. •Reviews entitlements-related claims and reports. •Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central Human Resources Services as necessary. •Prints and reviews Umoja reports.

Contract Administration •Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. •Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.

•CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Work Experience A minimum of five (5) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required. Solid computer skills including proficiency in word processing and spreadsheets is required Specific knowledge of the UN administrative electronic tools, such as Umoja or ERP is desirable. Knowledge of function-related provisions of United Nations Rules, Regulations, Manuals and Policies is desirable. Experience working at a UN field mission or UN Agencies in this capacity is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.Working knowledge of other languages spoken in South Sudan is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
