Org. Setting and Reporting

This position is located in the Office of the Director (OD), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Administrative Assistant will work under the direct supervision of the Programme Officer, OD, and the overall guidance of the Deputy Director of DO.

Responsibilities

Under the direct supervision of the Programme Officer and overall guidance of the Deputy Director of DO, the Administrative Assistant will be responsible for the following specific duties:

• Act as divisional focal point for Human Resources Management related issues with a focus on recruitment against staff positions. • Respond to queries from Field Offices on different recruitment and contractual modalities for engagement of different types of personnel. • Prepare correspondence regarding rules and procedures, processes and data on personnel and financial issues within the Division, with Field Offices and with Human and Financial Resources Management Services. • Create, process and follow-up and/or work with colleagues in the Division and Field Offices to coordinate various human resources actions in compliance with established procedures, including job classification reviews, filling of vacancies through recruitment, placement or relocation in line with the applicable staff selection system. • Create job openings, conduct preliminary and final assessments, organize written tests and interviews and finalize recruitment record in and outside the Inspira-based recruitment system. • Maintain job opening files, keep track of vacancy status and provide relevant recruitments status and statistical data as and when required. • Respond to enquiries and provide information and advice to hiring managers and candidates throughout the recruitment process regarding administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. • Undertake research and compile various personnel-related data and information, analyse it for various purposes and present the data to management for decision-making. • Serve as back-up during the absence of senior General Service colleagues, act as Certifying Officer, assist with budget submissions, monitor expenditures, prepare financial reports and make adjustments where required; assist with reviewing approved consolidated budget or project revisions and reflection of correct coding blocks and master staffing tables to enable certifications; co-ordinate with other finance and budget staff on related issues. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as required.

Work Experience

A minimum of seven years of work experience in administrative services, human resources, finance, or related area is required. The minimum number of years of experience is reduced to five for candidates who possess a first-level university degree or higher.

Experience in supporting hiring managers in recruitment processes is required.

Experience with an Enterprise Resource Planning (ERP) is required.

Experience as Certifying Officer and with financial expenditures is required.

Experience with SAP/Umoja is desirable.

Experience with an online recruitment-based system (Inspira or similar) is desirable.

Work experience with the United Nations system and/or similar international organization is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency based interview.
