The overall aim of the Project is to contribute to improving livelihood opportunities for women and youth in Yemen through job creation in heritage rehabilitation and the Cultural and Creative Industries (CCI). Specific objectives, include providing support at least 6,000 youth in the rehabilitation sector and 2,000 in sustainable cultural entrepreneurship and contribute to social cohesion, peacebuilding, and promotion of cultural heritage in Yemen. Employment opportunities will be generated through the rehabilitation of historic urban centres in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the CCI. By creating jobs in the preservation of cultural heritage and the CCI, the proposed interventions will reach young people and contribute to peacebuilding because young people are social actors that have the potential and capacities to engage and lead actions that will promote peace and sustainable development in their communities. The promotion of arts and culture throughout the project will play an important role in restoring cultural identity, peacebuilding, and recovery, as well as rebuilding trust in local communities. The incumbent shall contribute to the implementation of activities/projects by providing administrative and support services to the project team. The incumbent will be based in Doha. **MAIN DUTIES AND RESPONSIBILITIES** ------------------------------------- Under the overall authority of the Director of the UNESCO Office for the Gulf States and Yemen and the direct supervision of the Project Manager, and in cooperation with the overall team of the project in Doha and in Yemen, the incumbent shall provide a series of administrative support services in compliance with UNESCO Rules and Regulations, practices, standards, and procedures. Essential responsibilities include: \- Perform a range of administrative tasks to facilitate the implementation of the Project, including searching for, collecting, and elaborating comprehensive administrative and financial documents (estimates, financial offers, technical proposals, background papers, budget tables, etc.). \- Assist in editing a wide variety of contracts using existing templates, including helping define services to be delivered, preparing calls for proposals and requesting quotations, and conducting a thorough evaluation of proposals as per the set criteria and needs. \- Assist in the project's budgetary monitoring and produce various financial reports and statistics, including extracting data and information from the automated financial and programmatic systems (FABS, SISTER, etc.) and preparing standard reports. \- Prepare and provide assistance to any procurement of human resources, goods, and/or services that may be deemed necessary for the implementation of the project. \- Assist in ensuring that the implementation of the Project is entirely in line with UNESCO's rules and regulations (Fairness. Effectiveness, transparency, and effective competition) so as to obtain the best value for money, optimize costs, and meet program quality requirements. \- Assist the local coordination team in Yemen and partners on all UNESCO/EU agreed-on procedures, follow up on contractual initiatives and outstanding matters, verify and provide information on budgetary transactions compliance, review requests for payments, and contractual and remaining obligations. \- Assist colleagues in planning travel/missions; keep track and follow-up to ensure timely submission and liquidation of open commitments. \- Keep track of project assets, maintain inventory records, and report. \- Draft correspondences, emails, and type a variety of notes to documents and transmit administrative information and maintain adequate filing. \- Assist in ensuring timely reporting to the donor on the administrative and financial components of the project. \- Maintain leave records of colleagues in Yemen and liaise with the UN counterparts for the day-to-day operation of the project office in Yemen. \- Perform any additional administrative activities that may be required by the supervisor. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- Education: \- University degree (BA or equivalent) in Finance, Banking, Business Management, or relevant field. Work experience: \- A minimum of four (04) years of relevant work experience in administration and finance of which at least 1 year acquired at the regional and/or international level would be an advantage. \- Work experience in the UN system will be an added advantage. Language requirement: \- Excellent knowledge of the English language both spoken and written. \- Very good knowledge of the Arabic language will be an advantage. \- Knowledge of any other working language of the UN would be an added advantage as well.
