ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To support the delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to a WFP country plan, including administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.
  2. Support the development of annual plans and implementation of policies, systems and procedures to support WFP strategic objectives.
  3. Collate data and prepare data analysis to provide management and clients with the accurate financial information and reports for efficient planning and decision-making.Monitor and follow-up on expenditures vs. revenues falls under Administration Unit
  4. Support management of existing resources in the area of responsibility (e.g. WFP managed facilities, Memorandum of understandings with other UN Agencies, field offices support, etc… ) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.
  5. Develop and Update Standards of Practices and work chart for efficient and streamlined workflow
  6. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy.
  7. Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.
  8. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
  9. Maintain the partnership with WFP stakeholders, other UN agencies and local government offices.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration.

Experience:

At least one or more years of postgraduate/professional working experience in business management and administration

Language:

  • Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different

Desirable:

    • Has gained experience in administration.
    • Has demonstrated a high level of proficiency in WFP administrative operating standards in day to day work.
    • Has provided coaching or training to new staff members within area of expertise.
