WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are :

  • To provide employment equitably for women and men in the most vulnerable households; and
  • To use safety nets to ensure access to assistance that meets basic needs, including for food security.

JOB PURPOSE

Under the supervision of the Head of Administration and Finance, the incumbent is expected to support the delivery of quality, customer-focused, value for money administrative services that enable staff in country operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to a the Djibouti country plan, including administrative processes, aligned with WFP strategies and policies to facilitate efficient and effective administration services. 2. Support the development of annual plans and implementation of policies, systems and procedures to support the country office's strategic objectives. 3. Collate data and prepare data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making. 4. Support the management of existing resources in the areas of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services. 5. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy. 6. Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities. 7. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries. 8. Maintain the partnership with WFP stakeholders, other UN agencies and local government offices. 9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree (Master's or equivalent) combined with 3 years of relevant work experience

or

First University degree (Bachelor's or equivalent) with 5 years of years of relevant work experience

Experience: Relevant experience is described as experience in Administration, Office Management or any related field.

Languages: Fluency in English & French languages (Read, write, and speak) is required.

Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook) is required.
