Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency, and post-crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The World Bank financed the Livestock Commercialization Project (LCP) aims to support the Government of Mongolia to achieve its livestock sector development plan by implementing a project with the aim “to improve livestock productivity and commercialization of targeted value chains in project locations and by so doing to improve rural livelihoods and food security in the selected aimags and soums through investments in animal health, enhanced productivity and quality assured value chains to provide improved domestic and export market access with better food safety”. In the field of strengthening animal health services and improving food safety, institutionalization of risk assessment at soum, aimag and central level is key to informed decision making on animal disease surveillance and control.

Reporting Lines:

The incumbent will work under the direct supervision of the FAO Representative in Mongolia, and in close coordination with the LCP PIU (Project Implementation Unit of the Livestock Commercialization Project) Coordinator and technical supervision of the FAO Project Task Force (PTF).

Technical Focus:

The project focuses on designing and implementing animal health, disease control, One-Health, upgrading the veterinary diagnostic laboratory capacity, epidemiology, and food safety programmes in less developed countries.

Tasks and responsibilities:

• Manage staff and day-to-day activities of the project related to the management and implementation of the project, including recruitment, procurement, monitoring and evaluation, financial management, progress and financial reporting • Liaise actively with the LCP PIU, the TWG and GAVS and other related agencies to ensure the effective implementation of the project including reporting as per the requirement of the by the Government and FAO • Carry out project related administrative work including drafting/reviewing ToRs of project personnel for further technical and operational clearance • Implement all procurement management processes in an appropriate manner and in accordance with FAO rules, liaising with national counterparts about procurement issues and customs formalities including all procedures for importing goods into Mongolia and coordination with project partner companies involved; • Ensure accurate records of all relevant data for the operational and financial supervision of all project-related purchases; • Provide assistance and advice to the project team and staff in the field on FAO administrative procedures including communication, filing and work flow activities • Provide logistical and travel arrangements for the project including processing local travel requests and following-up on Back to Office Report and Travel Expense Claims • Maintain project asset/inventory in good working conditions and keeps accurate records regarding custodianship, location, physical verification and year-end inventory stock take, etc. and dispose them in due time • Manage official correspondence and related interpretation/translation services as needed • Monitor out posted petty cash expenditures and any other works as requested by FAO • Any other works within technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• At least undergraduate degree in management, business administration, accounting, or a related field and/or professional certification and extensive related experience • A minimum of five years of working experience in one of the above fields • Working knowledge (level C) in both written and spoken English, • Nationality of Mongolia.

Technical/Functional Skills

• Experience managing the administration, finances, and procurements of large projects • Excellent communication skills in English and Mongolian • Excellent planning and organizing skills, accurate with attention to detail • Able to work as part of a multinational team • Experience in the UN system is an asset • In-depth knowledge of programme and project management is considered a strong asset • High computer literacy in MS Office (Word, Excel, Access, PowerPoint, Outlook etc) • Demonstrated ability to set priorities and to work with minimum supervision to meet changing deadlines, • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time
