2. Purpose of consultancy
En réponse à l’engagement mondiale pour la couverture sanitaire universelle (CSU), le bureau régional de l’OMS pour l’Afrique a élaboré un cadre pour le développement des systèmes de santé en vue de la CSU. Ce cadre offre une orientation harmonisée aux pays, dont la République Démocratique du Congo (RDC), pour renforcer leurs systèmes de santé. Le renforcement du financement de la santé est crucial pour accélérer les progrès vers la CSU.
En République Démocratique du Congo, le plan national de développement sanitaire et de prévoyance sociale (PNDS-PS Plan National de Santé – PNDS 2024-2033) a défini des priorités pour le développement des politiques de financement de la santé, incluant des approches pour augmenter les investissements en santé, pour réduire le poids de financement porté par les ménages pour la santé et pour inciter une meilleure efficience dans l’utilisation des ressources existantes. La Stratégie de Coopération de l’OMS avec la République Démocratique du Congo - 2024-2029 est aligné sur ces priorités et prévoit l’appui de l’OMS pour le développement d’un système de financement de la santé robuste qui assure la résilience du système de santé et qui soutient l’objectif de la CSU.
- Background
Le Bureau de Représentation de l'OMS en RDC recherche un conseiller en financement en santé. Ce poste vise à renforcer le bureau dans son rôle d’appui technique au gouvernement de la RDC sur le financement de la santé
- Deliverables
Sous la direction du Team Lead chargé du Renforcement des Systèmes de Santé (RSS) au Bureau pays de l’OMS en République Démocratique du Congo, il est prévu que le titulaire du poste couvre ces activités:
1. Produire des preuves pour une analyse de la situation du financement de la santé en RDC, notamment en utilisant la “Matrice des Progrès en Matière de Financement de la Santé” de l’OMS et autres outils pertinents ;
2. Assurer l’assistance technique au gouvernement pour les réformes en financement de la santé, incluant reformes pour améliorer la gestion des finances publiques pour la santé et les réformes nécessaires pour renforcer toutes les fonctions du financement de la santé : collecte des fonds, mise en commun des fonds, achat de service et définition d’un paquet de soins;
3. Assurer l’assistance technique pour toute initiative qui vise le renforcement de la résilience du système de santé en RDC ;
4. Contribuer au fonctionnement des instances de coordination gouvernemental et de instances de coordination entre partenaires techniques financiers sous le thématique du financement de la santé tant au niveau national qu’intermédiaire ;
5. Contribuer au renforcement des capacités des homologues nationaux afin d'améliorer les connaissances en financement de la santé et sur l’application des principes du financement de la santé dans le contexte de RDC ;
6. Exécuter toutes les autres tâches assignées par le Team Lead RSS.
- Qualifications, experience, skills and languages
Education
Essentiel : Diplôme universitaire en économie de la santé, en financement de la santé, ou dans une discipline connexe.
Souhaitable : Master en économie de la santé, en financement de la santé ou dans une discipline connexe. Formation spécialisée en économie de la santé ou en financement de la santé dans le contexte des pays à faible revenue.
Expérience
Essentiel : Au moins 5 années d'expérience pertinente, dans le financement de la santé et dans la fourniture d’assistance technique en financement de la santé. Une bonne maitrise des outils d’analyse qualitatif et quantitatif en financement de la santé.
Souhaitable : Expérience au niveau régional ou international dans les politiques du financement de la santé.
