BACKGROUND AND PURPOSE OF THE ASSIGNMENT

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Admin/Finance Officer will play one of key support roles during the implementation of three years of the bilateral service provision operation in CAR for the MoH’s supply chain. The service includes an 'in country' management of Global Fund's health supply chain — the reception, warehousing/storage, and the delivery of pharmaceutical products to over 800 distribution points (including 24 hospitals and other health posts/ centers) located in 80 Sub-Prefectures across the country in the Central African Republic.

In addition, he will be supporting the Malaria bednet campaign activity which is also funded by the Global Fund and implemented through the Principal Recipient - World Vision. WFP has been acting as lead logistics partner for the activity. WFP's role focuses on all logistics aspects related to the in-country delivery of mosquito bed nets to health centers in 2023.

This is a nationwide, high-profile operation and in line with key global initiatives such as 'The Grand Bargain', 'Delivering as One' and the 'SDG 17 Partnership for the Goals'.

The service will be funded by the PRs (the French Red Cross and World Vision International), under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) on the behalf of the Ministry of Health.

The Admin/Finance Officer will provide effective delivery of finance, budget and administration support services in order to facilitate transparent and efficient utilization of financial resources for the Global Fund's 'in-Country' Health Supply Chain — management of pharmaceutical products for the Malaria TB & HIV Programmes as well as the distribution of the bednets (MILDA) during mass campaigns in the Central African Republic.

ACCOUNTABILITIES/ RESPONSI BILITIES:

  • Working closely with SCOL Finance in support of finance-related service provision for RBDS COs.
  • Maintain awareness of corporate finance and resource management strategies and Major ongoing programmatic initiatives, participating where appropriate using finance. Ind resource management expertise.
  • Focus on the GF projects (Medical and MILDA) but also contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries Within the Country.
  • Report on key data for financial status and outcomes of the GF project in accordance With corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  • Monitor GF project budget and carry out forecasting for new and ongoing activities according to established corporate procedures and requirements.
  • Assist with project closure in WINGS: review and clean-up of the current finances/expenditure and closure to ensure all the operational costs are properly recovered for both medical and mass bednet operations.
  • Maintain the system to monitor expenditure vs budget (a system to trace costs of each operational activity) and reporting system according to the donor requirements.
  • Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
  • Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP/GF project staff.
  • Where necessary, undertake basic human resource functions related to GF project staff benefits, recruitment Of local staff, and training.
  • Collate data and contribute to preparation of accurate and timely GF project reporting, providing GF project management with financial, staffing and resource usage information to enable them to make informed decisions.
  • Track and collate data to support others to improve policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of the project/operation, and ensure services are aligned with business objectives.
  • Contribute to the delivery of financial controls and insight into WFP/GF project performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.

  • Guide and supervise more junior GF project staff, acting as a point of referral end supporting them with more complex analysis and queries.

  • Represent the GF project/the CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Financial reports:
    1. Timely Quarterly/End Year Expenditure Reports to partners/donor.
  1. Expenditure reports as required by the project manager,
  2. Any Other finance related report as required by the project manager.
  • Admin related

I) Physical/electronic archives of invoices, payments, contracts, and all other relevant documents for intemal and external audit.

QUALIFICATIONS & EXPERIENCE REQUIRED:

=

Education: Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified public Accounts (ICPA) or equivalent.

Experience:

  • Typically, 3-5 years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development. Experience of managing small team of staff with related areas of expertise.
  • Experience in WFP Logistics Service Provision to third parties.
  • Has performed basic financial analyses at a national and/or operational level
  • Has experience managing financial transactions.

Knowledge & Skills

  • Internal Controls & Compliance:

  • Utilizes understanding of risk management approaches and internal controls to monitor projects and programmes to confirm regulatory compliance and ensure data integrity.

  • Performance Budgeting, Reporting & Analysis:

  • Manages budget, business planning, and forecasting discussions on a programme-wide level, integrating financial resource information from portfolio of projects to analyze effectiveness and financial viability.

  • Resources Management (People, time, assets, etc.)

  • Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders.

  • Financial Management and Accounting Principles

  • Monitors and advises senior leaders on the financial status of projects and programmes, tracking outcomes to ensure transparent and effective utilization of resources.

  • Supply Chain and Operations Knowledge

  • Demonstrates thorough understanding of WFP programme and financial policies, business processes and applies.

Languages: Excellent knowledge of English and French is required.
