Overview

Support the implementation of adaptation monitoring and review for NAP in Rwanda.

You have:

• At least a Master's degree in climate change; environmental science, planning or management; disaster risk management; natural resources management; knowledge management; or project management is required.
• A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master's degree.
• A minimum of two (2) years’ experience in a senior technical position for planning and management of climate change; environmental; and/or natural resources management programs in developing countries is required.
• Solid technical knowledge of climate change adaptation planning; monitoring and evaluation; knowledge management; ecosystem-based adaptation approaches; and climate risk management is required.
• Previous similar experience in provision of technical support to complex internationally funded multilateral projects is required.
• Experience of GEF and/or GCF projects is desirable.
• Previous work experience in providing technical support to governments in Rwanda or East Africa is desirable.
• Fluency in oral and written English and French is required.

Result of Service

The objective of the assignment is to (i) establish and operationalize a monitoring framework for long-term adaptation outcomes and the NAP process in Rwanda; (ii) support the project's knowledge management activities; (iii) collect, analyze and disseminate experiences and lessons learnt from the NAP process; and (iv) provide technical advice and support to the implementation of the project.

Duties and Responsibilities

Purpose The consultant will support the implementation of Component 3 of the project "Building the Capacity of Rwanda's government to advance the National Adaptation Planning Process" (Rwanda NAP) project, by providing expertise on Adaptation Monitoring and Review, Knowledge Management and Technical Advice. Organizational Setting UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Climate Change Division works with international and national partners, providing technical assistance and capacity building support for the development and implementation of climate change policy and action, and strengthening the capacity of developing countries and countries with economies in transition to respond to climate change Background Over the past decade, Rwanda has experienced strong economic growth across a wide range of sectors, including agriculture, energy, mining, industry and services. By adhering to green economy principles during this growth, the country has positioned itself to become a world leader in green growth. The pressures from a rapidly growing population on land, water, food and energy resources are, however, currently threatening the sustainability of its development. Current and predicted effects of climate change are compounding these threats. Rwanda's contribution to climate change in the form of greenhouse gas (GHG) emissions is relatively small, however, the country needs to put measures in place to respond and adapt to climatic risks. Rwanda Environment Management Authority (REMA) in collaboration with UN Environment Programme (UNEP) is implementing the project "Building the Capacity of Rwanda's government to advance the National Adaptation Planning Process", funded by the Global Environment Facility (GEF), Least Developed Countries Fund (LDCF). The goal of the "NAP project" is to strengthen the institutional, technical and financial capacity of Rwanda's government and communities at both the national and sub-national levels to plan, fund, implement and monitor climate change adaptation solutions in the medium- to long-term. The project has three components: Component 1: Technical and institutional capacity for the NAP process in Rwanda strengthened; Component 2: Advancing climate-resilient practices and technologies; and Component 3: Monitoring, reviewing and knowledge-sharing framework developed to learn from the National Adaptation Plan (NAP) process. While the first two components are focused on building capacity for the medium- to long-term planning and implementation of adaptation approaches, Component 3 focuses on strengthening the capacity of Rwanda to monitor, review and share knowledge to learn from the NAP process. The NAP monitoring framework should be guided by the Global Goal on Adaptation ( GGA) targets areas in 7 thematic areas (water; food; health; ecosystems and biodiversity; infrastructure and human settlements; poverty eradication and livelihoods; cultural heritage) and 4 adaptation planning areas (impact, vulnerability and risk assessment; planning; implementation; monitoring, evaluation and learning). At CoP 30, Parties agreed on a global framework of adaptation indicators to support countries in tracking, measuring and reporting progress towards the GGA while retaining national flexibility, encompassing 59 indicators. It is expected that the country’s monitoring framework for adaptation would encompass a selection of indicators from the GGA framework. The assignment focuses on the implementation of Component 3 as well as provision of execution support to the wider project. Duties and Responsibilities The individual consultant in Adaptation Monitoring and Review, Knowledge Management and Technical Advice will: a) Adaptation Monitoring and Review • Liaise with research partners to: i) review and identify gaps in existing monitoring and evaluation systems (for example, the Environment and Natural Resources sector -Management Information System (ENR-MIS / RBM system of the Ministry of Environment (MoE)); and ii) identify additional relevant indicators for the monitoring of adaptation outcomes. • Develop a framework on adaptation indicators, targets and means of verification that have been used in the country and are aligned to the GGA framework. • Develop guidelines and training material for the application of the national adaptation monitoring and reporting framework by technical staff in sector ministries, ministry of planning and finance, national bureau of statistics and other relevant national and subnational institutions, based on the current government monitoring frameworks. • Align all adaptation indicators in the updated Nationally Determined Contribution (NDC) for Rwanda with ENR-MIS /RBM system and the adaptation monitoring framework compiled above. • Clearly define responsibilities and roles for the monitoring of the adaptation indicators defined under ENR-MIS system including any additional ones. • Work with relevant productive and development sectors towards the effective mainstreaming of climate adaptation metrics, agreed indicators and targets performance frameworks. • Facilitate the mainstreaming of outcome-level performance indicators developed above into sectoral monitoring frameworks and the performance framework used by MINECOFIN, by proposing revisions and/or additions to existing outcome-level indicators so that the assessment of efficiency and effectiveness of climate expenditures is facilitated. b) Project technical advice • Undertake technical review and provide quality assurance of project outputs (e.g., technical reports, studies and assessments). • Support in the preparation of the annual Project Implementation Reports (PIRs) and Half-Yearly Progress Reports (HYPRs). • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. • Provide overall technical backstopping support for the project. • Provide advice on best suitable approaches and methodologies for the timely achievement of project targets and objectives. • Support knowledge management, communications and awareness raising activities, and documentation of lessons from project implementation. • Assist the PM in planning the implementation of project activities, and in adjusting the project Results Framework, Work Plan and Budget as required and in line with corporate requirements. • Assist in strengthening the technical quality of project M&E systems (including AWPs, indicators and targets). • Where requested, advise the PM in liaison work with project partners, donor organizations, NGOs and other groups to ensure the effective coordination of project activities. • Support the generation of reports to the Project Steering Committee (PSC) and provide professional inputs to management reports, including relevant sections of the annual PIR reports to the donor. • Provide advice to the Project Steering Committee and the UNEP Task Manager, as needed.
