Result of Service The consultant maintains and populates the Portal with available data and resources from national and international sources including from other UN agencies. The consultant will also document processes, methodologies and classification used in the Portal for data and metadata management.

Expected duration The assignment will be for nine months and will be paid a total amount of USD 36,000.

The Consultant position is based in Addis Ababa; however, due to the covid-19 pandemic the successful candidate will be working remotely until further notice regarding physical work in the office.

Duties and Responsibilities BACKGROUND

The global sustainable development agenda on SDGs and Agenda 2063 provide the two critical frameworks for the design and monitoring of the continent’s development agenda underpinned by the three dimensions of sustainable development: economic, environmental and social. The SDGs provide the global enabling environment required for Africa's development, whereas Agenda 2063 articulates the region's framework for the realization of national strategies for inclusive transformation. Providing a common platform for the goals, targets and indicators of SDGs and Agenda 2063 is key to policy formulation and decision making at all levels. For effective implementation of the SDGs and Agenda 2063, it is vital to regularly compile data, metadata and documents for the various respective goals and targets of the two frameworks. To this end, the UNFPA and United Nations Economic Commission for Africa (UNECA) as co-conveners of the opportunities and issues based coalition on strengthening data ecosystem in Africa working with other UN agencies supporting statistical systems have developed an online platform to manage data and resources – “The Africa UN Data for Development Portal”. The platform serves as a one-stop-shop Portal for providing, organizing and delivering information on SDGs, Agenda 2063, key socio-economic indictors as well as national development plans. The Africa UN Data for Development Portal aims at providing an interactive platform for UN system for monitoring and reporting of development data and statistics. The platform also serves as a common repository for resource, knowledge sharing and capacity development among various UN agencies who otherwise would have to maintain individual Portals which would keep redundant data and documents. This common portal will also eliminate discrepancies and avoid duplication of effort and efficient use of resources. The services of a consultant are therefore required to manage the portal through compiling, organizing, analyzing and publishing data and resources for the two agendas and related key indicators. Job overview and requirements Maintenance of the data Portals requires an experienced statistical data analyst responsible for the compilation, analysis and presentation of data and resources. The consultancy requires knowledge of statistics system on the continent, data analysis, visualization, and publishing contents on the web. The data management consultant will be responsible for compiling, collating, organizing, analyzing and presenting data and relevant resources for the Portal. The consultant will also be responsible to following up with other UN agencies regarding the data being produced to ensure that it is included in the portal. The candidate will demonstrate evidence of strong knowledge of the statistical data production system, analytical, reporting skills and abilities to meet deadlines.

DUTIES AND RESPONSIBILITIES OF THE CONSULTANT

Under the direct technical supervision of the chief of Statistical Data Development, Data Innovation and Outreach in the African Centre for Statistics (ACS) and the oversight and strategic and policy direction of the director of ACS, the consultant is expected to perform the following tasks:

  • Working with various data sources to compile, collate and publish data to the Portal regularly in consultation with concerned staff of UNFPA and ECA
  • Analyze global SDGs and Agenda 2063 publications and resources and identify relevant sources to compile for the Portal
  • Perform data gap analysis on the two frameworks for African countries and produce a report on the situation of data
  • Maintain and update a list of indicators and related documents for the Portal
  • Develop data products using contemporary infographics to various data users
  • Routinely and regularly improve the ease access and use of data on platform
  • Perform other duties as might be assigned by the staff concerned, and this may include related research to support the production of all on-going research and analytical work related to the Portal.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in a field related to statistics and demography. A first-level university degree in combination with two years of relevant experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of 12 years of practical experience in statistics and data related work;

  • Knowledge of developing countries and issues related to SDGs and Agenda 2063;
  • Good communication, presentation and writing skills; Desired competencies
  • Knowledge of the key concerns and challenges facing statistical data issues in Africa;
  • Motivated, energetic, thorough and responsive to the needs and interests of team members;
  • Excellent drafting and analytical skills; able to communicate clearly through e-mail;
  • Technology-savvy and up-to-date on internet-based software applications. Language: English and French are the working languages of the United Nations Secretariat Fluency in English or French, both written and spoken, is required
