Result of Service- Implementation of the CRVS System Improvement Framework supported in 12 Francophone, Lusophone and Anglophone countries - Apply the CRVS Systems Improvement Framework to Death registration and cause of death reporting process improved in countries - Supporting and offering training to mentors in the countries so lead as national champions for CRVS process Improvement. - Support the work of the APAI-CRVS Secretariat

Duties and Responsibilities The CRVS Systems Improvement Framework has been developed to guide countries to use a multi-sectoral, participatory approach to assess CRVS processes and improve their performance continually. The framework guides countries to use process-centered approach of analyzing and evaluating CRVS business processes, redesigning them, and developing plans to implement the desired change for improvement. This approach's long-term utility to CRVS systems is realized when countries undertake process analysis and redesign as part of continuous improvement.

The consultants will provide advisory services to African countries. One consultant will work with Anglophone, another one with the Lusophone countries, while the other one will cover the Francophone countries. The consultants will provide support to these countries to build their capacities to use the tools and help raise awareness of and advocate for improving the CRVS system.

The consultants will be working under the direct supervision and guidance of the Chief of the Demographic and Social Statistics Section and under the overall supervision of the Director of the African Centre for Statistics at UNECA in Addis Ababa.

Duties and Responsibilities

The Civil Registration and Vital Statistics Expert will be responsible for the following duties: - Project planning and implementation - Support the implementation of the Africa Programme on Accelerated Improvement of Civil Registration and Vital Statistics (APAI-CRVS) and CRVS Mentorship Programme in the Lusophone Countries. - Establish relationships and collaborate with senior government officials to develop country-owned work plans on CRVS Improvement - Work with government counterparts and national consultants to identify priority intervention areas and interventions; define scopes of work; and develop detailed budgeted work plans that identify priority activities and results needed to maximize local impact - Develop a feasible implementation schedule for project completion and determine deadline for key project milestones and deliverables - Manage the implementation of activities in a way that promotes country ownership and leadership, leads to the institutionalization of CRVS system improvements, and builds local capacity - Intergovernmental support - Provides support for the participartion of Lusophone Countries into intergovernmental bodies mainly the Conference of Ministers responsible for Civil Registration. - Follows on the implementation of the resolutions and recommendations of the intergovernmental bodies by Lusophone Countries. - Assists in the organization of panels, round tables etc by identifying speakers, panelists etc from Lusophone countries. on development issues for intergovernmental processes

- Technical cooperation - Participates in missions on CRVS systems strengthening issues, usually as a member of a team. - Organizes training seminars for national experts on CRVS improvement systems. - Prepares documentation for technical cooperation CRVS programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

- General - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work Section’s services on CRVS. Provides leadership and work direction to assigned work teams, and/or mentors and supervises the work of new/junior officers/ fellows or interns. - Undertakes on-the-job and other training activities, both internally and externally to keep pace with developments in the area of CRVS.

Qualifications/special skills Advanced university degree (Master's degree or equivalent) in social sciences, law, international development, public administration, statistics, demography, operations research or other relevant area is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. experience in civil registration and vital statistics is required Experience in working in a Civil Registry Office in Africa would be an advantage. Experience in management of large-scale registration projects in Africa, including - Supporting governments and partners in strategic design and implementation of civil registration or other identity management related operations (identity cards, voter registration, birth registration operations, etc.) - establishing and building partnerships with government and development organizations - working with multiple stakeholders, - Drafting and presenting of reports - Knowledge and experience with business re-engineering in developing and fragile settings - Good facilitation skills - Strong public relations, diplomatic skills and proven strong leadership and communication skills is an advantageous

Languages English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English for Anglophone country, French for the Francophone country and Portuguese for Lucophone country is required.
