Org. Setting and Reporting This position is located in the Accommodation Management Unit under the Logistics Service Delivery (LSD) Pillar of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent will report to the Chief Accommodation Management Unit (AMU); tasked to allocate, track Accommodation, Rent deductions and recoveries in the Mission.

Responsibilities Within delegated authority, the Accountant will be responsible for the following duties: •Analyses accounts and reviews/evaluates regular transactions of Rent Recovery in the Rent Recovery Management Cell. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. •Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. •Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. •Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions. •Provides authoritative interpretation of requirements for handling transactions. •Keeps abreast and provides guidance on the United Nations on billings related to the Integrated Management Information System (IMIS) procedures. •Defines requirements and works with systems units with respect to production of relevant financial reports. •Develops, updates and maintains location-wise, staff and accommodation database; updates it on weekly basis with Check in and Check out forms received from Camp Receptions and FAOs/Field Offices. •Maintain close liaison and coordinate with the mission Budget and Finance Section, UNV Programme Manager, relevant units/sections and RSCE for rent recovery related financial reconciliations and reports. •Ensure that accurate and complete data of accommodation and occupants are always available, regularly reported/submitted to concerned Finance Office and that internal control systems affecting correct and timely rent recoveries are functioning and that all relevant records are archived. •Analyzes and monitors rent recoveries; reviews/evaluates accommodation occupancy reports from Camp Reception and Field Offices; identifies problem areas; changes in status (single/sharing) or any irregularities in related documents/forms and rent recoveries and resolves them in a timely and effective manner. •Follows up with all individual staff for the provision of proof of rent payment and relevant finance Offices, ensuring the correct and timely rent recoveries from Payroll or through DSA for accommodation provided on training, official duties and during liberty are made/done. •Prepares and submits (by 20th of the month) to OCSD, a complete overview of financial statement of rent recoveries made during the preceding month, showing payments made in cash to UNMISS B&F Section, (separate for Non-UNMISS, Civilian Contractor/Vendors, Diplomat Hotel); rent recovered by RSCE from IIC, IUP & GPPs, UNV Programme Manager, Trigyn Contractors; and NY Payroll from Civilian International Staff. •Participate in the development of rental and cost recovery broadcast, instructions and policies. •Provides information needed to respond to audit findings. •Performs other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. Certification as aa Association of Chartered Certified Accountants (ACCA), Chartered Accountant (CA) or equivalent is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in accounting, finance or budget is required.

At least two years of experience in the administration of payroll, rental and cost recoveries or other staff related entitlements is required.

Experience supervising a team is required.

Experience with SAP, PeopleSoft or similar ERP systems is desirable.

Experience working with the United Nations (or large decentralized organization) systems and procedures as they relate to Staff Rules and Regulations including entitlements and Financial Regulations, Rules, and procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English required.
