Result of Service The consultant will develop a detailed methodology/approach, tools, and templates along with a workplan that will then be further refined and validated during the inception phase of the assignment. Any limitations of the suggested methodology should be specified, along with strategies to overcome them. The consultant is expected to propose methods that facilitate extensive consultation with refugees, frontline staff, children and their parents and caregivers.

Expected duration The duration of the consultancy is six months from the start date. Remuneration will be calculated for a total payment of $38,940.00. Payment will be made in three instalments.

Duties and Responsibilities- Part One (Contribution Towards Completion (40%): Review of existing practices and tools within the Agency: - The consultant is expected to undertake a review and assessment of the Agency’s existing policies, tools, practices, and approaches for AAP and compare them against global trends and practices with the UN system and humanitarian community more broadly. - The consultant is expected to undertake consultations with representative groups of community members including in camp and off-camp refugee populations and representative groups of UNRWA staff, as well as AAP specialists and focal points at other UN and humanitarian agencies. For the consultations with Palestine refugees, a specific focus on individuals and groups typically at risk of exclusion (children, women, older persons with and without disabilities) is essential.

- Part two (Contribution Towards Completion (40%): Proposal for updated and improved AAP approach for the Agency.

The consultant will propose an updated and improved AAP approach for the Agency, based on assessed good practices and addressing gaps in part one of the assignment; ensuring the experiences, views and needs of refugees and frontline workers are addressed.

The final draft report is expected to offer several options for practical implementation, and should include the following:

  • Identification of tools to best support an effective and sustainable implementation of AAP in an inclusive and accessible manner.
  • Identify key partners and stakeholders who can support UNRWA in improving its AAP
  • Suggest ways for UNRWA to enhance engagement of Palestine refugees, especially women, children, and persons with disabilities at key stages in the programme management cycle.
  • Propose effective systems for UNRWA to disseminate information in an accessible format and promote Palestine refugees’ access to UNRWA information so that refugees can easily access, use and provide feedback on that information in a meaningful way.
  • Develop approaches to solicit information from the entire Palestine refugee community, to better understand their concerns, views, and priorities including children and persons with disabilities.
  • Identify how UNRWA can best facilitate and respond to feedback, other inputs, and complaints as well as the required concrete mechanisms (complaint mechanisms, IT systems, staff needs) applicable for UNRWA’s operations.
  • Design ways of monitoring the effectiveness of its AAP approach, including access to AAP mechanisms.
  • The report should also cover the pros and cons of proposed options, as well as an estimated budget for implementation.

- Part three (Contribution Towards Completion (20%): - Reporting finalization and dissemination - Follow-up on feedback and preparation of final documents

Qualifications/special skills - A university degree from a recognised university-level academic institution, preferably in social sciences, political affairs, international relations, international law, human rights, or a related field. - A minimum of six (6) years of relevant experience in human rights and protection, establishment and/or management of accountability mechanisms including in beneficiary safeguarding, community development, participatory program design and implementation. - A minimum of two years experience at an international level outside of the candidate home county, country of residence and a country in which the candidate have a permanent residence. - Experience working in emergency and/or protracted humanitarian context. - Excellent knowledge rights-based approach to program strategy and implementation. - Excellent analysis, communication, negotiations skills and ability to handle sensitive issues diplomatically.

Languages - Excellent command of spoken and written English.

Additional Information - Familiarity with the Agency’s five fields of operation and the region. - Familiarity with the UN environment and systems. - Arabic language skills.
