POSITION: Accountability to Affected Population Officer (AAP Officer)

WORK LOCATION: Bihać, Temporary Reception Center, Borići

NUMBER OF POSITIONS: 1 Position

PURPOSE OF POSITION

World Vision BiH is responding to the refugee crisis in BiH by providing social services and support to children and adult refugees. World Vision BiH also intends to expand its work and provide feedback mechanisms to ensure that views of affected populations are heard, respected and responded to all aspects of response programming. AAP Officer will support the provision of information sharing and quality feedback mechanism in TRCs. is responsible for ensuring that the organization's humanitarian response is accountable to the people it aims to assist. This role involves establishing and managing feedback mechanisms, facilitating communication with affected population, and promoting the inclusion of affected populations in decision-making processes. The AAP Officer will work closely with program teams, partners, and other stakeholders to ensure transparency, responsiveness, and participation.

MAJOR RESPONSIBILITIES

Establishing and maintaining feedback mechanism

  • Develop and implement effective feedback and complaints mechanisms developed by UNICEF and WV such as InForm and others to capture the views and concerns of affected populations.
  • Ensure feedback is systematically collected, analyzed, and acted upon in a timely manner.
  • Maintain a secure and confidential database of feedback received and actions taken. Creating a trustful relationship with beneficiaries.
  • Support the implementation of the UNICARE project in close collaboration with UNICEF technical staff
  • Guaranteeing confidentiality, impartiality and neutrality.
  • Facilitate regular consultations and focus group discussions on a weekly basis with affected communities within all programs to ensure beneficiaries’ voices are heard and integrated into program planning and implementation.
  • Distribute information materials to inform affected populations about their rights, entitlements, and available services. Also. distribute information on individual cases of complaints and what has been done in regard to it, closing the loop by informing affected communities.
  • Conduct info sessions for staff and partners on community engagement and accountability principles.
  • Monitor the effectiveness of accountability mechanisms and suggest improvements.
  • Assess the level of beneficiaries’ satisfaction with the organization’s programs and services on a daily basis.
  • Prepare reports on accountability activities and findings.
  • Provide technical support to program staff and partners on AAP standards and best practices.
  • Promote a culture of accountability within the organization through awareness-raising and capacity-building initiatives.
  • Taking an active part in all necessary collateral activities linked to the beneficiaries’ health and social assistance, including information and advocacy.
  • Compile data and develop weekly and monthly report on end user feedback and provide recommendations on program and activity adjustment.
  • Provides technical and logistical support to Safeguarding aspects of separated and unaccompanied migrant children in the camp (to keep track in regard to clothing, hygiene and health status etc.)

Coordination and cooperation

  • Establishes collaborative relationships with partners in reception centers
  • Collaborate with program teams to ensure accountability considerations are integrated into program implementation.
  • Liaise with other humanitarian actors to strengthen coordination and collaboration on accountability initiatives.
  • Participate in different Inter Agency Complaint council meetings, PSEA mechanisms and other feedback and complaints mechanisms. Keep abreast of Inter agency AAP efforts.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS TO QUALIFY FOR THE POSITION:

  • Bachelor’s degree in Social Sciences, International Development, Humanitarian Affairs, or related field. A master’s degree is an advantage.
  • Previous experience with migration context or projects would be considered as an asset.
  • Strong understanding of humanitarian principles and standards.
  • Excellent communication and interpersonal skills, with the ability to engage with diverse communities and stakeholders.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and as part of a team.
  • Proficiency in data management software.
  • Cultural sensitivity and adaptability to different contexts.
  • Knowledge of Arabic, Farsi, Turkish or other language spoken by affected communities needs to be considered as an asset.
  • Fluent in English
