Result of Service

The national consultant will manage the post-earthquake perception survey, produce its finding and advocate for closing the feedback loop. Output/Work assignment: • Lead the design of post-disaster perception surveys. • Implement multiple rounds of community perception surveys (at least 4 rounds) • Generate a narrative report on the key findings from the survey. • Advocate for the relevant decisions and actions as a part of closing the feedback loop.

Duties and Responsibilities

In support of the overall UN Development System reform process and the repositioning and reinvigorating of the Resident Coordinator system, the Nepal Sustainable Development Framework Multi-Partner Trust Fund -a country-level pool fund- has been recently established. The Fund is administered by the UNDP Multi-Partner Trust Fund Office (MPTFO) as the Administrative Agent (AA) under the pass-through management modality. The Fund will support the implementation of initiatives that advance a coherent and joint approach of the four strategic priority areas of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, across the humanitarian-development-peace nexus in Nepal. It supports the realization of the UN Reform, facilitating a joint approach to planning, programming, implementing, and helping the UNCT Nepal to a stronger alignment with national priorities and realities, and a more coordinated approach to its interventions. Within the Humanitarian/Emergency/Disaster Response window of the Fund, under the overall leadership and coordination of the UN Resident Coordinator and the Resident Coordinator’s Office (RCO), a first UN Joint Programme, funded by FCDO, is going to be implemented to support the achievement of the strategic objectives outlined in the Joint Recovery Action Plan (JRAP) for the Western Nepal Earthquake. Following the April 2015 earthquake, the Humanitarian Country Team prioritized clear communications with and accountability to affected populations (AAP) for the subsequent response and recovery efforts. In this regard, the RCO Nepal also needs to conduct AAP activities within the joint recovery action for the western Nepal earthquake. Therefore, RCO Nepal seeks for a national consultant to manage AAP activities within the recently established Nepal Sustainable Development Framework MPTF and support the Joint Recovery Action Plan (JRAP) for the Western Nepal Earthquake. The consultant will work with the international consultant for the joint programme and in coordination with colleagues in the RCO, notably the Head of RCO, Partnerships and Development Finance Officer, Information Management officer and the Humanitarian Coordination Officer, as well as relevant Nepal Sustainable Development Framework MPTF focal points from the Participating United Nations Organizations (PUNOs). The AAP specialist will be responsible for the following duties. • Preparedness:  Lead the design of post-disaster perception surveys.  Design and oversee the implementation of multiple rounds of community perception surveys on recovery, resilience, post-disaster needs, communication channels, relief preferences and other contextually relevant subjects across western Nepal earthquake affected municipalities.  Undertake analysis from the perception survey and generate a narrative report that identifies key findings to facilitate the translation of these findings into actions.  Design a strategy to ensure the implementing partners of the JRAP joint programme and the HCT can ‘close the feedback loop’ and to provide information back to disaster affected populations in a way that is cognizant of the findings from the perception surveys.  Support in managing a competitive procurement process to appoint a third-party supplier to deliver the community perception survey. • Response:  Manage post-disaster perception surveys. As part of s/he will work to produce analysis once surveys have been completed in order that the views of and feedback from disaster affected persons can be shared and used to inform the design of response strategies.  Support the implementation of surveys through deployment to disaster affected communities.  Travel to the survey location and monitor the survey activities.  Support the implementation of activities that ‘close the feedback loop’ in a way that is culturally and linguistically appropriate, well-coordinated and builds on preparedness investments. • Advocacy:  Support preparation of advocacy strategies as well as bespoke advocacy products (op-eds, tweets, speaking notes etc.) to disseminate findings from completed perception surveys and to influence decision-makers to act on the views of surveyed populations.  Identify international actors and events with whom AAP experiences from Nepal can be shared to contribute to the global AAP sector.  On behalf of UNRCO, s/he will attend meetings, workshops, conferences etc. to share AAP findings and approaches. To support attendance at such events s/he will be responsible for the design of high quality and effective presentations, speaking notes etc.  Ensure the feedback gathered is made available to humanitarian organizations, development partners and government officials.  Advocate for the relevant decisions and actions taken by partners because of feedback as a part of closing the feedback loop. • Gender and Social Inclusion  Ensure research tools developed, including community perception survey are gender and social, inclusion (GESI) and disability inclusion sensitive.  Ensure implementing partners are compliant with GESI and PSEA standards of the UN, including in staff recruitment and training. • Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues. • Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, policy guidelines, etc. • Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally. • Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events. • Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in AAP. • Performs other duties as required.

Qualifications/special skills

Completion of a Masters’ degree in sociology, international relations, disaster risk reduction, political science or a related area is required. • A minimum of 7 years of professional experience in humanitarian affairs, or related areas. • At least 2 years of relevant experience in AAP in humanitarian settings. Experience working in an emergency response context with good working knowledge of the mandates and modalities of the international humanitarian sector. • Experience in conducting qualitative and quantitative surveys i.e. conducting community perception surveys. • Experience working with information management as part of a broader project/program. • Demonstrated technical expertise in research methods, and in managing large research projects at the national level.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English and Nepali is required.
