Accountability Manager TEAM/PROGRAMME: PDQ (MEAL team) LOCATION: Country Office GRADE: 3 Type of Contract: Fixed Term

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Accountability Manager shares in the responsibility for improving and implementing the SCI Accountability systems in Sudan. This will include ensuring strong, accurate and timely monitoring of the systems for all projects, budget, quality of implementation, and reporting on all aspects of Accountability to Beneficiary standards as chalked out in Core Humanitarian Standards (CHS). The position holder will ensure setting up a robust Complaint and Response Mechanism (CRM) building on existing CRM protocols and guidelines. This will include soliciting targeted beneficiaries’ feedback through monitoring visits, hotlines, suggestion boxes, Focus Group Discussions (FGDs), and any other contextually appropriate medium. Accountability Assistant will be managing Accountability Action Plan Tracker and will be producing a monthly analysis of action executions or gaps existing in follow up actions. Occasionally this role will also assist Head of MEAL to ensure proparl Accountability system in Place

SCOPE OF ROLE:

B****udget Responsibilities: Ensures inclusion Accountability budgeting components during proposal development as well as monitoring budget expenditure on these components. Ensures that the % of the budget allocated to Accountability activities for new proposals submitted including Accountability staff or project staff with specific MEAL responsibilities; Accountability training for staff/partners or for MEAL team; Accountability assessment or equivalent; Accountability visits Sharing information; Participation; Feedback / Complaint systems; Learning and Review sessions; Research; Equipment & usage and Software among other components.

KEY AREAS OF ACCOUNTABILITY :

Implementation of Accountability to Beneficiaries System

  • Work closely with the Field MEAL Managers and Accountability officers and Acto implement SCI’s approach to accountability and participation following the CHS standards, Quality Benchmarks, and SC Practice Standards in Child Participation and ensuring that it complements and forms part of the overall MEAL system
  • Ensure that accountability and participation are integral elements of all aspects of the organisation’s approach to programming and MEAL
  • Use the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g. information posters, complaints database, child-friendly methodology guidance)
  • Work closely with implementation team members to promote understanding of the importance of accountability and participation to achieve quality programming
  • Ensure that beneficiary feedback is promoted as a key tool in programme management and strategy development

Programme Development

  • Look into Accountability and CRM coverage for geographical and thematic areas of responsibilities and identify budget gap to be communicated to MEAL Coordinator
  • Actively engage with beneficiary communities and consult with them to identify viable communication channels for information sharing and establishing CRM

Program Implementation

  • As required undertake technical support visits and offer remote technical support to area offices implementing accountability and participation activities
  • Maintain a close working relationship with MEAA Staff to understand challenges and successes at field level and design/plan support required

Staff Capacity Building

  • Identify orientation needs and support MEAL Coordinators/Officers in delivering sessions on Accountability to Beneficiaries
  • Support MEAL Managers/Officers in conducting inductions on accountability and participation at the field office level
  • Contribute to fostering an organizational culture which is truly accountable to children and their communities

Learning

  • Share key learning coming from Accountability and CRM systems during review and learning meetings
  • Liaise with MIS-Accountability Assistant for producing reports and through accountability (using beneficiary feedback as well as evidence of improved programme implementation where accountability is increased)

    QUALIFICATIONS

  • Master's degree in an area of social development or equivalent

  • Fluency in English, both verbal and written, preferred
  • EXPERIENCE AND SKILLS

  • Recommended a minimum of 5 years of Accountability \MEAL experience

  • Highly developed interpersonal and communication skills, and knowledge of rapport-building and probing techniques
  • Highly developed cultural awareness and ability to work well in a multi-cultural environment with people from diverse backgrounds and cultures
  • Ability to work in a volatile environment and willingness to relocate as per the need and requirements of the field office
  • Previous experience of managing a team and managing projects
  • Proven capacity to supervise, train and coach staff
  • Ability to write clear and effective reports

Computer skills:

  • Good knowledge of MS office software including Word, Outlook, Excel, PowerPoint, SharePoint, Teams, etc.
  • Excellent capacities in Excel, KoboTool-Box, Power BI and GIS or other Mobile Data Collection tools
