BackgroundBurkina Faso is experiencing an unprecedented security and humanitarian crisis. Since the beginning of 2022, armed groups attacks on civilians have increased in several regions of the country, particularly in the Sahel, the North and Center-North, and the East. Gradually, this situation has spread to the western and southwestern regions and Cascades impeding the ability of humanitarian organizations to reach affected people, and reducing the ability of civilian population to access aid. In the face of such a situation, strengthening humanitarian coordination to promote access is essential. A key entity to support the coordination of collective humanitarian efforts on access is the the Access Working Group (AWG), established in Burkina Faso since 2019 with the objective to contribute to a more effective and coordinated humanitarian response and to complement and support the efforts of other strategic and operational humanitarian coordination structures, including the Humanitarian Country Team (HCT), Inter-Cluster Coordination Group (ICCG), CMCoord Platform, and other partners in the development, implementation and monitoring of a humanitarian access action plan. The AWG is thus an analytical and advisory body to improve humanitarian access in the long term. NRC, as the Co-Lead of the AWG, wishes to strengthen its contribution by providing a dedicated staff to act as co-lead alongside OCHA.

About the position The Access Working Group Co-Lead will be solely focused on co-chairing the Burkina Faso Access Working Group (AWG-Burkina) alongside an OCHA co-chair. While the position is hosted by NRC, it is expected that the Access Working Group Co-Lead will spend significant amounts of time in the offices of working group members to support improved collaboration and collective outcomes.

As co-chair, the Access Working Group Co-Lead is expected to drive collective action to overcome humanitarian access barriers impeding the delivery of principled and quality assistance to hard-to-reach areas, and in response to new emergencies.

In addition, it will have to capitalize on existing initiations, research results and available tools by making them accessible to member organizations of AWG-Burkina.

Roles and Responsibilities Some of your roles and responsibilities will include:

  • Support OCHA in providing the leadership and strategic direction to the AWG-Burkina,
  • Lead and contribute to the implementation of the AWG-Burkina work plan, including mobilizing coalitions of member organizations to implement specific activities or to respond to emerging needs.
  • Act as a key interlocutor for the AWG-Burkina with other coordination fora such as individual Clusters, the Inter Cluster Coordination Group (ICCG) and the Humanitarian Country Team (HCT).
  • Coordinate closely with FONGIH members, humanitarian stakeholders and humanitarian coordination fora to ensure the AWG is a relevant body within the broader humanitarian response. This coordination would aim to ensure the AWG’s priorities are addressing important gaps, that work is not being duplicated, and that the work of other mechanisms is informed and shaped by humanitarian access priorities identified by the AWG.
  • Together with the AWG Chair, provide leadership on periodic strategy development processes, ensuring members’ perspectives and aspirations are represented in the strategy and work-plan.
  • Coordinate and share with the FONIGH Director and membership and humanitarian partners’ Access focal points relevant tools and information from the AWG.
  • Support the preparation and facilitation of fortnightly and ad-hoc AWG-Burkina meetings, including preparation of the agenda, co-chairing, and follow-up.
  • Support the establishment of temporary sub-working groups/task forces to work on specific activities.
  • Support access reporting and analysis technical teams at sub-national level.
  • Actively network with members of the AWG, both working level representatives and country director/head of mission level officials to help ensure the working group is attune to members’ needs and in turn that it has willing and active member organizations.

    Professional and academic competencies

  • Minimum 5 years’ experience in humanitarian work in conflict/post-conflict environments/volatile contexts

  • Master’s Degree in related field (or Bachelor’s with equivalent work experience)
  • Demonstrated experience in humanitarian coordination
  • Demonstrated technical knowledge of humanitarian programming and access
  • Strong understanding of humanitarian principles and how to operationalize them within a humanitarian response
  • Understanding of humanitarian access dilemmas undermining delivery of effective humanitarian assistance in hard-to-reach areas, specifically in central-west Africa
  • Fluency in English & French, both written and verbal
  • Excellent writing and analytical skills
  • Good knowledge of the typology of access constraints in the Central Sahel is an asset
  • Experience in humanitarian or civil-military coordination in the Central Sahel is an asset
