The United Nations Children's Fund (UNICEF) works for the rights of children to survival, development, participation, and protection as guided by the Convention on the Rights of Children (CRC). UNICEF provides long-term humanitarian and developmental assistance to children and their families in developing countries. UNICEF is active in over 190 countries and territories through country programmes and National Committees. Seven regional offices provide technical assistance to country offices as needed. UNICEF ‘s headquarters in New York oversees overall management and administration of the organization.

In Mongolia, Fossil fuel-based heating stoves, used by 344,822 households living Mongolian traditional gers (yurts) and one family detached buildings cause increased GHG emissions and air pollution. In 2014, GHG emissions from the energy sector were approximately 17 million tCO2e or 50% of the total emissions. The country’s per capita emission was 7.1t CO2 in 2014, higher than the global average of 4.87t CO2. If the current trend continues, by 2030 the share of the energy sector in total GHG emissions will be 81.5%. Mongolia has set a goal to reduce GHG emissions by 7.3 million tons of carbon dioxide by 2030, including 4.9 million tons in the energy sector. UNICEF has innovated Cooking, heating, and insulation products (CHIP) for yurt households and introduced electric heating replacing coal-fired stoves. To date, over 2,000 ger households have switched to electric heating fully eliminating coal and wood usage in homes.

UNICEF is aiming to develop a project to pilot and scale up solar-powered air to air heat pump systems for households living in the Mongolian traditional gers and one family buildings in cities, towns, and other peri-urban areas. For this account, UNICEF is hiring a national consultant for developing the business model scenarios and financial mechanism of the project.

Objective and Scope of the Assignment

Objective and scope of work

The main objective of the consultancy assignment is to calculate business case scenario and financial mechanism using the project’s templates.

The assignments will cover:

1. Methodology, data compilation, and verification of data.

2. Mitigation technology (solar powered air to air heat pump) and practice (Capital expenditure (CAPEX), O&M costs (OPEX), years of depreciation, lifecycle period of investment).

3. Supply side and demand side analysis • Supply side: Investors’ description, sources and types of funding, funding volume including credit/leasing volume, repayment period and interest rate

• Demand side: End users’ description including their income, savings, purchasing capacity, fees/loans.

4. Financial mechanism

• Subsidy, loan, and personal investment

• Loan/repayment period

• Interest rate

• Annuity,

• Annual income from investment

• IRR/NPV

• Cash flow analysis.

• Alternative financial instruments.

3. Contract Duration (start and end date): The consultant will complete all the work within by 14 December 2023 from the commencement of the contract. The planned period is 01 November 2023 to 15 December 2023.

4. Type of Engagement: This consultancy is home-based, delivery-based consultant service.

5. Deliverables, Timeframe and Payment Schedule:

The consultant will submit the respective deliverables within the agreed dates as indicated in the Timeline below. The assignment consists of the submission of fully developed four outputs: a) Methodology, data compilation and verification of data, b) Mitigation technology and practice; c) Supply and demand side analysis and financial mechanism; d) Final project report – the Business model and financial mechanism component of the project using the project’s template. The payment will be made after the successful completion of respective work deliverables.

PAYMENT SCHEDULE. UNICEF reserves the right to withhold up to 10% or portion of payment if performance is unsatisfactory, if work/output is incomplete or for failure to meet deadlines. Copyright and ownership of all documents produced will remain with UNICEF

ASSESSMENT / SELECTION PROCESS AND METHODS Evaluations: The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA. As this is national consultancy, please use the national currency.

Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels and accommodation) and eventual total consultancy cost.

6. Project Management

• Supervision: The Climate Change and Clean Air Programme Specialist of UNICEF Mongolia will provide the direct supervision.
• Reporting: The consultant is expected to provide UNICEF Mongolia with assignment progress updates, preparation of documents, workplans or other deliverables requested and will report to the UNICEF Mongolia.
• Quality Control: Formal performance assessment shall be conducted at every stage of the contract payment. Monthly meetings shall be organized with UNICEF Mongolia for assignment progress update. Any deviations from the initial planning and assignments shall be promptly communicated to the UNICEF and resolved; any conditions beyond the responsibility of the Consultant shall be brought to the attention of UNICEFs Representative.
• Duty Station: The consultant will work home-based with a regular contact with the contract supervisor. The consultant will use his/her office using own office equipment, the Internet, and other communication tools. Any work-related meetings can be held at UNICEF Mongolia Office for the entire duration of the Contract.
• Support by UNICEF: UNICEF will provide overall guidance, provision, and support for the assignment. In specific:

- Provide access to all relevant and available data.

- Facilitate the consultation with the government and other stakeholders.

- Provide timely feedback and recommendation on work progress and outputs; and

- Ensure timely payment on the completion of tasks and deliverables

To qualify as an advocate for every child you will have…

• Obtained Master’s degree in the field of economics, finance and banking and sustainable finance.
• At least 5 years or relevant professional work experience in relevant areas (banking sector, investment, and finance projects).
• Technical expertise in business model and financial mechanism development.
• Work experience with development partners and government.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
