Action Against Hunger is well known for its expertise in Nutrition and Health. It started working in Afghanistan in 1995. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced people, and flood/drought affected populations. Integrated projects in Nutrition and Health, Water, Sanitation and Hygiene, Food Security and Livelihoods, and in Mental Health and Care Practices are implemented . Our work with local partners is essential to gain access to more geographical areas.

The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, including the shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.

In 2023, two-thirds of Afghanistan’s population was expected to need urgent humanitarian assistance to survive as the country enters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 880 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provide access to basic health services.

Votre poste et vos responsabilités

Under the supervision of the Deputy Country Director - Support, your mission will be to ensure the logistical performance of the Country Office and coordinate its implementation to provide the best support to the programmes.

You will ensure efficient logistical performance across the mission by developing strategies, coordinating logistics activities, and optimizing supply chains. This role supports program delivery through effective procurement, transportation, and warehouse management while ensuring compliance with organizational standards. Additionally, it involves managing logistics teams, mitigating risks, fostering partnerships, and preventing fraud and corruption to support Action Against Hunger's mission goals.

Your responsibilities will include :

• Contribute to the definition of the Logistics Country Office's strategy 2024-25

• Coordinate logistics at national level

• Develop the supply chain of all major procurements of key donors like BHA, EU, ECHO, BMGF, BMZ, FCDO, GFFO and its Supply Chain Plans as per the project timelines and qualitative manner

• Manage international transport in collaboration with the HQ

• Contribute to the implementation of the Country Office's safety policy, ensure its relevance, and monitoring to prevent and manage situations of fraud and corruption

• Coach on the role and responsibilities of the Logistics Department and Partners

• Supervise and support the Logistics team in the capital and be the functional manager of the Logistics Managers on bases : Log DHOD, Log Managers, Energy Manager, IT Manager

Votre profil

You hold a Bachelor's degree in business administration, logistics, supply chain management, or other related fields. You have at least 5 years’ extensive experience in logistics management as Head of Logistics Department, Supply Chain Management, Ware House Management, Fleet Management and Asset Management, preferably in humanitarian and development contexts. ACF’s previous experience in Logistics Department will be an added asset, as well as previous work experience in Afghanistan.

You have a high level of integrity and transparency, excellent people management skills combined with the proven ability to further develop national staff capacity, and to coordinate a diverse range of people and responsibilities.

You possess strong analytical, communication, interpersonal and negotiation skills, and you are able to organize and prioritize workload, using initiative when appropriate and demonstrate good judgment.

Flexible, organized and effective multitasker, you are able to live and work in a stressful and insecure environment, and to coordinate and handle pressure/stress well.

You are fluent in spoken and written English.

Vos conditions d’emploi

For international candidates :

• Fixed term contract under French legislation: 12 months until 31/12/2025

• Monthly gross salary from 2597 to 2968 € upon experience

• Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary

• Annual salary increase: 6% increase after and each 12 months of continuous contract

• Monthly per diem and living allowance: 645€ net, field paid

• Monthly country allowance: 450€

• Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)

• Transportation and accommodation: Coverage of transportation costs and guest house

• Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

• Salary sustainment measures (sickness, paternity, maternity)

• Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

For national candidates :

• Basic Salary = 177840afn/month

• Transportation allowance = 1570afn

Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in one TFU. Social Opportunities do exist although there are some restrictions in place thus a recruit must be comfortable with having limited outlets for entertainment. As Kabul's setup can change rapidly, expats must have strong stress management skills. There are 162 National employees and 13 expat in Kabul with majority of expats located in the capital.
