Action Against Hunger (ACF) has been operational in Nigeria since 2010 and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, Sanitation and Hygiene (WASH). Further, the mission has expanded its programs in the wake of conflict in Borno state since 2017, focusing on long-term sustainable programs focused on system strengthening for the Health, WASH, Social Protection, and Agriculture sectors. ACF has also been operating in Jigawa and Kano states in the Northwest with social protection, advocacy and policy-level interventions. The mission launched a response in Sokoto state in the Northwest in 2021 following the cholera outbreak. Since 2018, ACF has been among the leading agencies in implementing the Rapid Response Mechanism (RRM) in Northeast and Northwest Nigeria (Borno, Yobe, Jigawa, Kano, Bauchi and Sokoto states) to address the urgent humanitarian assistance to the displaced populations. Currently, ACF is implementing multi-sectoral emergency and development-oriented programs in Yobe, Borno, Jigawa, Kano, Bauchi and Sokoto States reaching 2,732,030 individuals ( 1,133,162 Male; 1,598,868 Female) in the year 2022. Despite the remarkable achievements in the humanitarian sector, ACF, like other humanitarian actors, has been continuously affected by the shrinking humanitarian space due to the security context caused by the operation of non-state armed groups.

Votre poste et vos responsabilités

We are looking for our new Consortium Coordinator to coordinate the implementation and ensure the representation of the ENRICH project in Borno state Nigeria, in liaison with implementing partners.

More precisely, your role will be to :

  • Ensure effective and efficient coordination of the project

    • Manage and develop the project team, monitor budget utilization of all consortium partners
    • Assist in wider organizational development through learning and proposal
    • Manage external relations related to the project
    • Ensure project data management and reporting
    • Ensure effective and timely support to local implementing partners
    • Represent the Consortium to national and local authorities and other external partners as well
  • Ensure good governance and coordination of the project implementation

    • Ensure compliance with the project’s operational governance specifications ensuring a balanced and inclusive representation of all stakeholders
    • Lead the development of program strategies, planning and implementation of program activities
    • Build an integrated vision among diverse project components, partners, and stakeholders, with a focus on achieving results
    • Implement the project’s partnership approach (building balanced partnerships, its monitoring and regular evaluation, etc.)
  • Support the implementation and ensure the timely and quality reporting of the project

    • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, etc.
  • Ensure Quality and Accountability of the project

    • Undertake and coordinate field missions/visits to assess the conditions of implementation of activities
    • Plan and monitor the implementation of the project activities, its evaluation and its internal and external accountability
    • Create favorable conditions to ensure the implementation of the continuous capitalization and learning process with the support of the Consortium MEAL Manager
  • Manage communication, advocacy, representation and external coordination

    • Coordinate relationships with Consortium partner organizations
    • Promote, uphold and model a commitment to the efficient use of agency and donor resources
    • Represent Counterpart and the Program before BHA/USAID, local and national governmental authorities, local CSO partners and community organizations
    • Ensure the timely development and operationalization of the project's advocacy and communication strategy
    • Ensure representation of the project
    • Develop and maintain a network of good external relations with local and traditional authorities, sectorial ministries at State level
    • Identify and propose operational, academic, institutional or private partnerships to implementing partners
  • Participate in Human Resources management, training and capacity building

    • Participate in the recruitment and integration of project staff
    • Contribute to the overall design of a capacity building plan

Votre profil

You hold a Master Degree in project management development, advocacy, humaniatarian studies, international relations, political/social science or other related fields.

You have at least 5 year experience in coordinating multi-sectoral humanitarian or development projects in volatile environments.

You have advanced knowledge of donor guidelines (especially BHA) and procedures.

You already have worked in insecure/relatively isolated setting.

You have a professional experience in supervision of technical teams and management of and in a consortium.

You speak and write English fluently.

Vos conditions d’emploi

For international candidates :

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2597 to 2968 € upon experience
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Monthly per diem and living allowance: 838$ net, field paid
  • Monthly country allowance: 450€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
  • Salary sustainment measures
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

For national candidates :

  • Basic salary from 1721$
  • Living conditions allowance: 141$
  • Leave allowance: 10% of basic salary per month
  • Pension: employer contribution 10% of gross salary, employee contribution 8% of gross salary
  • Annual leave: 2 days per month
  • Private health insurance: 100% health care coverage provided by ACF
  • Private life assurance: 24/7 life assurance coverage provided by ACF
  • Relocation benefits: 150,000 Naira lump sum relocation allowance + 20 nights accommodation + flight ticket from the home base to the working base at the beginning and end of the assignment+ others

Nigeria is one of the biggest missions for ACF France. The Mission is currently going through an exciting phase of transitioning to localization, mixture of humanitarian, recovery and longer term development programming in partnership with the state government, local and international partners. The importance of enhanced collaboration with key stakeholders is critical to achieving the desired outcomes. ACF is well known as a key actor in health, nutrition and FSL response.

The Maiduguri Base is the largest base on the mission with over 125 National staff and 7 International staff in December 2023, implementing humanitarian interventions of WASH; FSL, Nutrition and Health and Emergency Rapid Response activities. The Maiduguri base supports the interventions in Monguno and Damasak sub-bases. The Maiduguri Guesthouse is comfortable for international staff and can accommodate 12 people at a time. The guesthouse comes with standard gym facilities and Pool board which is open to all occupants at all times. This service is also opened to National staff upon request by staff and approval from HR.

Currently the mission has 1 active BHA funded grant with health, nutriton and FSL components in Borno State, Nigeria. This will transition to a consortium based (local and international NGOs) 2 year project by the end of August 2024.
