Global Payroll function is responsible for administration of Salaries and benefits including Pension covering more than 15000 UNICEF staff worldwide.

How can you make a difference?

The GSSC is looking for dedicated, self-driven payroll professional with strong domain & technical knowledge, people management skills and ability to coordinate within a dynamic and multi-cultural team environment.

The incumbent is responsible for supervision and ensure timely and accurate service delivery of monthly payroll and related activities including disbursement of a myriad of entitlements, operational support, and guidance, while developing client-oriented culture and managing escalations.

Purpose for the job

Under the supervision of the HR Payroll stream lead (GSSC Payroll), support timely and accurate payroll processing of assigned Payroll Areas for UNICEF's Staff, review and approve staff entitlements payments; support the work of HR associates; support auditability of the payroll records and accuracy of payroll data maintained as part of UNICEFs HR systems.

Summary of key functions:

  1. Responsible for payroll service delivery for assigned pay-areas, in accordance with the payroll calendar and the established SLAs.
  • Timely resolution of case management tickets as per the established OLAs / SLAs.
  • Oversee the review of payroll reports and simulation to identify errors.
  • Assist in performing timely corrective actions as may be necessary prior to the actual payroll run for the period.
  • Support the review of results of posting to Fl/AP and identify and solve problem areas.
  1. Maintain highest quality standards with zero tolerance for errors and strict adherence to timeliness towards all payroll service deliverables.
  • Ensure proper segregation of duties in accordance with the accountability splits
  • Adherence to SOPs and checklists with proper validation controls
  • Payroll disbursements are done in accordance with the stipulated timelines.
  1. Ensure adherence to established HR and payroll procedures including process instructions and SOPs.
  • Ensure that all procedural elements including UN staff rules are always properly applied.
  • Work closely with the payroll teams and the SME function to ensure that the process instructions are created and updated in a periodical manner to help the end users.
  • Responsible for process adherence as per the SOPs including periodical updates to be made as per the business / procedural changes.
  1. Responsible for auditing and approval of entitlement payments.
  • Ensure accuracy of calculations of separation payments, completeness of documentation and that payments are promptly processed.
  • Review and approve the Pension Fund Separation Notifications.
  • Provide guidance in computing After Service Health Insurance (ASHI) deduction overrides and updating it in the system. Responsible for reporting monthly ASHI deductions.
  • Review and approve rental and salary advances and any other entitlement as deemed necessary.

5. Responsible for the plan and organization of the workflow processes.

  • Provide input to supervisors to identify process bottlenecks.
  • Support the development and identification of potential issues, including system related ones and testing of the revised processes.

6. Customer centric approach with ability to liaise with field offices and GSSC teams with strong communication skills.

  • Ensure periodic operations calls with the Country Office focal points.
  • Identify solutions towards customer feed-back received.

To qualify as an advocate for every child you will have…

  • University Degree (Bachelor’s Degree) with specialization in Human Resources, Business Administration and Finance or a relevant area is required.
  • Minimum of 2 years’ relevant experience in payroll management (validating and processing monthly payroll and disbursement of a multitude of benefits and entitlements, including HR benefit and entitlements), including Minimum of 1 experience in a supervisory/managerial capacity is required. 4 years of relevant experience, including 2 years in supervisory roles, are highly desirable.
  • Experience of working with an ERP such as SAP to process Payroll is desirable.
  • Experience of shared services/business support centre, with UN or an international organization is highly desirable.
  • A good team player.
  • High on integrity and values.
  • Fluency in English (verbal and written) is required.
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.

This Temporary Assignment post is initially for 6 months and possibility for extension.

National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary.
