Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
Peace and security represent one of the key thematic areas of UN Women’s mandate. Based on UN Security Council Resolution 1325 and nine subsequently adopted resolutions, the Women, Peace and Security (WPS) Agenda, recognizes the gendered nature of conflict and peacebuilding. Accordingly, one of the goals of the WPS Agenda is to promote gender equality and strengthen the participation of women in all aspects of conflict prevention, peace processes, peace operations and peacebuilding. A central aspect in these efforts is the provision of equal opportunities for women in the security sector institutions and ensuring that gender considerations are mainstreamed throughout the sector’s activities. The full integration of both women and men is necessary for armed forces to draw upon all the available skills and talents.
However, around the globe barriers to the full, active and meaningful participation of women in armed forces and other defence institutions remain. These barriers can include sexual harassment, sexual abuse and gender-based discrimination. Studies found that gender-based violence (GBV) is a major contributor to post-traumatic stress disorder (PTSD), suicide, and other mental health and social issues among military service members and veterans. Experiences like this can also lead to the premature separation from military service with loss of benefits and achievement of goals. Increasing awareness of the psychosocial causes and consequences and psychological aspects of violence can be instrumen-tal in the prevention of gender-based violence. Equipping professionals in security sector institutions with knowledge and understanding of psychological aspects of the GBV phenomenon will facilitate avoiding re-victimization of survivors and their better protection due to increased sensitivity towards the topic.
The government of the Republic Serbia in its efforts at implementing the WPS Agenda, has successful-ly begun to change attitudes in the security sector about the role of women and increased their partic-ipation in the sector, including in leadership roles. The total representation of women in the security sector institutions increased by from 27.40% in 2010 to 31.53% in 2015. In 2012, for the first time in the history of the Serbian Armed Forces, professional female soldiers were deployed in the UN multina-tional peacekeeping mission. Further, all forms of military and police education have opened for the participation of women. However, to fully realize women’s potential in security sector institutions, fur-ther efforts have to be undertaken to remove barriers for women. Which is why UN Women will assist the Ministry of Defense in the provision of training sessions for psychologists to strengthen its psycho-logical support unit.
Objective
The objective of this assignment contract is to support the efforts of the Government of the Republic of Serbia and the Ministry of Defence in strengthening the provision of psychological support to mem-bers of the Ministry of Defence and the armed forces in the area of gender equality and prevention of gender-based violence.
Duties and Responsibilities
Working under the overall supervision of the UN Women Gender Specialist, the International Consult-ant for Training of trainers on Gender-Based Violence will be responsible for the following:
- Functioning as a team leader by supervising a national consultant;
- Leading the development of a package for the training of trainers' sessions (ToT) (including programmes for ToTs, manual, presentations/handouts/supporting documents and other rel-evant documents for ToTs) to be approved by Gender Specialist;
- Conducting in cooperation with the national consultant two training of trainers' sessions in per-son on “gender equality and prevention of gender-based violence” lasting 5 days, 6 hours per day (with 20 participants each);
- Submitting a written report and updated training package with the support of the national consultant on the training conducted, satisfaction of participants and recommendations on ar-eas where the participants skills should be strengthened.

Academic Qualifications:

- At least 5 years of experience in providing capacity building trainings on psychological support;
- at least 2 years of experience in developing and implementing similar ToTs; and
- Proven experience of work with security sector institutions.
Language:
- Proficiency in written and spoken English language; and
- Knowledge of Serbian will be considered an asset.

Evaluation of applicants
Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
