Its work in is structured around the vision that by 2030, society benefits from inclusion, equality of opportunity as well as capability of all members to make informed healthy choices, fulfill their potential, participate in decision-making and contribute to development. In an effort to strengthen participation of young people and to ensure that their voices are heard, the United Nations Populations Fund (UNFPA) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), in close cooperation with Youth Advisory Group (YAG) and supported by the Resident Coordinator’s Office, developed Peer Mentoring Program for promotion of human rights, gender equality and increased youth participation in Serbia (Peer Mentoring Program). The project goal is to expand the opportunities for youth participation at the local level and promotion of human rights. As well as contributing to a cohesive society for all generations in which every individual's rights are respected and young people have the opportunities to actively contribute to the development. The specific objective is to strengthen the role of youth in promotion of youth human rights, gender equality and to increase participation of youth in various aspects of life at local level. The project will be implemented through a young leadership training and peer mentoring process in which experienced young people (YAG members) support their peers at the local level to create and implement the initiatives to increase youth participation, promote human rights and create space for social engagement of youth at the local level. Moreover, through this peer process, social media and digital platforms should be used to spread information about project, to strengthen protection and promotion of human rights and benefits of youth participation.
Objective
The objective of this assignment contract is to design and conduct Training of Trainers tailored for member of the YAG, with the aim of providing YAG members with a capacity building training with a focus on leadership skills, knowledge transferring skills and promotion of human rights In other words, YAG members will be capacitated to design and conduct trainings on human rights and gender equality for their peers in six local communities to be selected.

Working under the overall supervision of Project Officer / Head of Office the consultant will be responsible for the following:
- Prepare workshop curriculum and agenda for the ToT for YAG members within the Peer Mentoring Program in order to prepare YAG members to roll out trainings on youth human rights promotion at local level. The thematic focus should be on leadership skills, knowledge transferring skills and promotion of human rights. Curriculum must be based on insights to be provided by YAG members through entry questionnaire, on their needs and preferences. Entry questionnaire must be prepared at the beginning of the process as a part of curriculum preparation.
- Conduct two-day ToT for YAG members. Training will be organized in Belgrade in second half of March (Sunday and Saturday).
- Support ToT participants (YAG members) to define programme roll out of basic trainings at local levels.
- Prepare and conduct entry and exit tests in the beginning and end of ToT, for assessing knowledge improvement of participants (YAG members).
- Prepare comprehensive report on the organized ToT, with evaluation of the whole process, results from entry and exit tests and trainers’ conclusions and recommendations included.

- At least 5 years of professional experience in designing and conducting trainings covering human rights issues;
- Minimum 1 year of experience particularly in designing and conducting Training for Trainers (ToT) as specific form of capacity building modality;
- Demonstrated experience in work with the youth.
Language:
Fluency in Serbian and English is required (written and oral).

Evaluation of applicants:
Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
