1) Accounting Officer (P-2, FT) in the Procurement Services Accounting Unit, post# CPH23002

How can you make a difference?

Under the general guidance of the Accounting Manager in the Procurement Services Accounting Unit (PSAU), the incumbent is responsible for setting standards, managing, and monitoring the financial management of Procurement Services projects and production of IPSAS compliant financial reporting for Procurement Services partners and UNICEF statutory reports.

This position reports to the Accounting Manager (Procurement Services Accounting Unit) in the Financial Management Center.

Key functions and responsibilities:

  1. Operations – Financial management and Reporting of Procurement services projects are timely, accurate and comply with IPSAS and UNICEF Financial Regulations and Rules, as well as internal procedures.
  2. Systems – VISION (SAP) Procurement services business processes are aligned with IPSAS and UNICEF Financial Regulations and Rules.
  3. Policy – Provides advice on relevant UNICEF Financial Regulations and Rules with respect to Procurement Services
  4. HR – Leads, manage, motivate and supervises staff for better performance and staff development
  5. Statutory reporting – Financial and non-financial reporting for Procurement Services are timely and accurate.
  6. Protection of UNICEF interest – Proper oversight to prevent UNICEF from financial and reputational loss.

Key accountabilities:

  1. Leads and supervises the performance of a team of 3 to 6 accounts assistants.
  2. Provides guidance, coaching and advice on technical issues related to the work.
  3. Monitors and manages the day-to-day activities and Procurement Services transactions by country and project, to ensure balanced workloads and effective processing. Designs and maintains all relevant reports to support the management of workload.
  4. Reviews and approves financial releases in accordance with available funds, ceiling amounts as well as re-programming of balances and other funds as appropriate and approved by the PS partners.
  5. Designs and develops (or defines specifications for) a portfolio of Management Information Reports and KPIs to facilitate reporting and decision making at various levels of the organization (i.e. cross-center, DO, FMAC, PSC, DFAM, ProServe meetings) and sharing with external partners.
  6. Coordinates and ensures timely completion of all monthly and periodical financial activities, such as RRBs, settlement and others, as required in VISION.
  7. Coordinates and ensures timely completion and correctness of all period-end (monthly, interim and year-end) closure documents in respect of the PSAU project accounts.
  8. Subject Matter Expert (SME) for PS business processes in VISION: Coordinates system testing and advises on process and system improvements. Monitors VISION performance of PS processes and continuous alignment with PS policies.
  9. Ensures that business processes and procedures are continuously reviewed and up to date to meet the requirements of the business
  10. Acts as back–up to the Accounting Manager.
  11. Performs any other duties as requested by the supervisor.

Education

  • A completed 1st University Degree (Bachelor’s degree) in Business Administration with concentration in accounting, financial management is required.

Work Experience

  • A minimum of two (2) years of relevant and progressive work experience in the areas of financial management, accounting and/or audit is required.
  • Extensive work experience in a computerized accounting environment is required.
  • Advanced skills in use of Excel, Access and SAP/ERP system is desirable.
  • Experience in SAP financial modules (FI/FM/CO) is highly desirable.
  • Experience in business analysis, system development, and/or procurement is highly desirable.

Languages

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

2) Accounting Officer (P-2, FT) in the GAVI Accounting Unit, post# CPH23003

How can you make a difference?

Under the general guidance of the Programme Budget Manager in the GAVI Accounting Unit, the position is responsible for ensuring that the financial accounting and reporting of the transactions related to the GAVI Trust Fund for procurement of vaccines and vaccine-related devices is accurate and in accordance with UNICEF’s Financial Rules and Regulations and donor agreements.

This position reports to the Programme Budget Manager (GAVI Accounting Unit) in the Financial Management Center.

Key functions and responsibilities:

  1. Monitors and supports the day-to-day activities and transactions in the Gavi Accounting Unit (GAU) by country and project, to ensure balanced workloads and effective processing.
  2. Ensures that financial releases are performed in accordance with available funds, as well as re-programming of balances and other funds as appropriate and approved by the customers.
  3. Evaluates operational accounting controls and recommends changes in financial system (e.g. SAP modules) and procedures to meet new requirements. Recommend system and process changes and improvements identified during performance of duties and responsibilities and for effective automation of manual processes.
  4. Designs spreadsheets, databases and reports to support the management of GAVI procurement.
  5. Participates in the design, testing and implementation of new or revised systems relating to the accounting units of FMC. Conducts business analysis to ensure compliance with the Financial Rules and Regulations and external reporting requirements. Coordinates user testing.
  6. Responsible for period-end closure requirements in respect of the GAVI project accounts.
  7. Establishes objectives for the staff. Supervises, trains and provides guidance to the staff in the unit.
  8. Assists the Unit Head with any other ad hoc tasks as requested, which may include new projects as the scope and range of Gavi’s programmes changes over time.

  • Completed Bachelor’s degree in Finance, Accounting, Economics, Statistics, or related fields is required.
  • Professional qualifications in Finance or Accounting are an asset.

Work Experience

  • At least two years of relevant and progressive and successful work experience at the national and international levels especially in the areas of financial management, accounting and/or audit.
  • Extensive work experience in a computerized accounting environment.
  • Experience in business analysis and/or system development is highly desirable.

  • Proficiency in MS Office package, particularly Excel.
  • Knowledge of Power BI.
