Background

Telemedicine Project Background:

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations.

Before COVID-19, with over half the hospitals non-functioning, Yemen already battled a degraded and fragile healthcare system on the verge of near collapse after a protracted and devastating five-year war. Two-thirds of Yemenis have no access to basic healthcare, and – according to the World Bank – there is a mere three doctors and seven hospital beds per 10,000 people. Authorities were already struggling to address the many existing issues such as large and devastating cholera outbreaks and treating chronic illnesses, but now with the addition of COVID-19, it is impossible for them to properly respond to the outbreak.

With the arrival of Coronavirus (COVID-19) in Yemen in April 202, the country is experiencing a crisis on top of existing crises such as war, famine, and other rampant communicable diseases like cholera, malaria, and dengue fever. COVID-19 is circulating undetected in Yemen. Due to factors such as cost, fear, denied access to hospitals due to lack of space and a shortage of healthcare workers, Yemen healthcare system is facing emergency within emergency.

As of October 2020, there were officially 2060 reported COVID-19 cases, including 599 reported as deaths. The recorded case fatality rate (CFR) remains alarming, reaching nearly 29% per cent—four times higher than the global average. However, with six testing sites in Yemen and scant numbers of tests, it is impossible both for patients to be properly diagnosed and treated, and for officials to know the real infection rate.

UNDP supports the Ministry of public health and population (MOPHP) and the national COVID19 response and recovery. UNDP is implementing “COVID-19 Emergency Health Response and Recovery” to support the Government’s efforts to contain the spread of COVID-19 and lay down the foundation of transition and recovery and return to the SDG path through building resilient and sustainable systems for health. The overall objective of the emergency response is to flatten the epidemic curve by improving case management, survival rate of the severe and critical COVID-19 patients and ensuring that IPC processes and systems are reenforced.

Besides, the project is focusing on health system strengthening, with overall purpose of maintaining the zero-COVID-19 cases in Yemen, through system strengthening, public private partnership, digital health and addressing human rights, and socio-economic impact of the pandemic.

Goal: The goal of Telemedicine is to strengthen health systems by building both IT infrastructures and Human capacities to provide the much needed high level medical services—seeking deep interactions with different line ministries in Yemen, influencers and amplifiers, to understand the opportunities that must be seized, and the lessons to be learned in order to “build back a better Yemen”. COVID-19 is a grim, albeit immediate, reminder of the importance of the UN as a convening body, bringing together multiple actors, ideas, resources, and sectors to bear in response to the pandemic in Yemen. Besides prevention, building back the clinical resources is key, and innovations such as telemedicine is the way.

Duties and Responsibilities

Objective:

The overall objective of this consultancy is to gather data/information to guide the implementation of the MoH eHealth and assist with the development and operation of governance structures, decision-making processes and creation of technical and policy documentation in support of the MOH objectives of digital health. The consultant will be work closely with MoH, Ministry of information, other partners and report to the UNDP COVID19 response and recovery Project manager.

Responsibilities of this consultant will include, but not limited to:

  • Gather, analyze and present documentation on existing frameworks/needs, policies and legislation, and compare with best practices and standards from eHealth efforts currently in neighbouring/regional countries and supported by agencies such as the ISDB
  • Identifying governance structure needs, challenges and opportunities that can be tapped for the creation and ongoing management of the national eHealth programme
  • Working with University of Aden to identify technical needs, challenges and opportunity for hosting eHealth, network strategy for eHealth, hardware, human resource and maintenance support needs
  • Provide recommendations for strategies and approach to implement ehealth in Aden as pilot
  • Working with UNDP, MOH and partners to develop a bill of quantity/budget to pilot eHealth in Aden

The initial focus should be on helping the MOPHP quickly develop the ability to make informed decisions about proposed eHealth projects; however this work must be conducted within the wider context of the MOPHP’s mandate, the wider donor/NGO interests in eHealth in Yemen, and within ongoing efforts to develop a national Health Information System Policy and Strategic Framework.

Competencies

Required Skills and Experience

Education:

  • An advanced degree in IT science field, health informatics; or an advanced degree and equivalent relevant experience
  • Specialized Training in internet infrastructure and networks and Communication systems.

Experience:

  • Minimum 7 years of working experience on issues related to digital technology applications and internet infrastructure.
  • Minimum 5 years work experience in strengthening public sector systems, preferably in health
  • Experience in the design, advocacy and formulation of national eHealth policies and governance frameworks
  • Experience in Information Systems (TPS, MIS, DSS, MIS, EIS) –
  • Experience in Systems Data structure and Analysis
  • Experience in Information Security most especially from the Policy and Web Information Perspective.

Language Requirements:

  • Fluency in English and Arabic; Knowledge of another official language of the UN is an asset.

Scope of Price Proposal and Schedule of Payments

The consultancy fee will be determined on a lump sum basis. The lump sum amount must be all-inclusive and the contract price must be fixed regardless of changes in the cost components. Living Allowance also called Daily Subsistence Allowance (DSA) for UN Staff, and travel fees to the duty station will be paid separately, upon travels and request submitted by the consultant. Payment will be made upon completion of key deliverables as outlined in section D above.

Payments will be scheduled as indicated in D. Expected Deliverables and Schedule of Payment.

  1. Recommended Presentation of Offer:

Applicants are kindly requested to complete and sign and submit all the following documents:

  1. Duly completed Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references. Most updated and signed P11 must be provided by the selected candidate before signing the Contract;
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, using the template provided by UNDP.

  4. Criteria for Selection of the Best Offer:

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the offers with technical merits of the proposals – where the qualifications and methodology will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

The price proposals of candidates obtaining 49 points and above (or 70% and above) will only be reviewed and compared for the assessment of overall ranking of the proposals. Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive proposals; price proposals of such candidate will not be compared.

The lowest priced bid from among the technically qualified candidates will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified candidates will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a Candidate = Lowest Priced Bid (amount) / Bid of the Candidate (amount) X 30 (Full Marks).
