The Position:

The Humanitarian Programme Coordinator is based in Addis Ababa and reports to the Representative, working in close collaboration with Deputy Representative. S/he plays a leadership role in delivering the humanitarian response of the CO across all UNFPA field offices and areas and contributes to the development, coordination and management of programme.

Fully accountable for leading operational aspects of programmes’ implementation within the specified timeframe, respecting budgets and deliverables of agreed results. Sound planning and operational monitoring of projects’ financial and human resources. In coordination with the International Operations Manager, provide oversight to the operational support to the humanitarian programme implementation, including procurement and logistics.

Advise CO Senior Management to continuously review and adjust office structure and business processes within the field-offices, to ensure they best fit to the requirements of the fast changing situation.

Establish and maintain a working relationship with counterparts and partners to support the programme/project smooth implementation, oversight, coordination and timely identification and removal of possible bottlenecks. Keep in contact with UN agencies and other filed players to foster synergies and avoid duplications and overlaps.

As part of the CO Senior Management team, in close collaboration with the Deputy Representative, the Humanitarian Programme Coordinator will be responsible for work planning, supporting communication unit for annual reports preparation, coordination and collaboration with partners, counterparts, and outcome/progress monitoring for the overall implementation of projects. S/he will assist Management’s ongoing efforts to strengthen CO’s engagement with the field, working closely with all Sections/Units.

Qualifications and Experience:

Education:

  • Advanced University degree in public health, sociology, economics, international development, public administration, management, or other related fields.

Experience:

  • Minimum 10 years of professional experience in development and/or humanitarian programme/project management and coordination.
  • Proven experience in multi-project programme coordination or relevant position
  • Knowledge of programme management and development procedures
  • Knowledge of budgeting and reporting
  • Ability to work with diversity and multi-disciplinary teams
  • Time-management and outstanding organizational skills
  • Excellent verbal and written communication skills
  • Detail-oriented and efficient
  • Knowledge of UNFPA fast track procedures a distinct advantage
  • Field-level experience working in humanitarian settings particularly in RH, GBV and/or youth humanitarian programming, including the development of results frameworks, monitoring and evaluation
  • Experience in knowledge management and resource immobilization, including drafting of proposals and budgets, as well as drafting reports for donors is highly desirable.

Language:

  • Fluency in English required
  • Knowledge in other UN languages is an asset.
