Job Description

Job Overview:

The headquarters Resettlement Team oversees the implementation and quality of services for core programming across the IRC’s growing network of local offices. Its primary activities include providing technical assistance, training and monitoring to local office staff. The Deputy Director (DD) for Initial Resettlement is responsible for the quality of Reception and Placement post arrival services which is primarily funded by the Bureau for Population, Refugees and Migration. The DD is charged with effectively integrating objectives, resources and opportunities for this program while maintaining strong bilateral relationships with the headquarters Budget and Finance and Operations teams, the Research, Analysis and Learning Team, Program, Program Quality and Innovation Team as well as other resettlement agencies. The Deputy Director reports to the Director for Resettlement.

RESPONSIBILITIES:

- Lead the overall management and implementation of the R&P Program: providing strategic planning and development, fostering program growth and excellence. - Collaborate with other units within the resettlement team such as community engagement, sponsorship, monitoring and compliance as well as outside the resettlement team such as Processing, Budget and Finance, Research, Analysis and Learning on initiatives that strengthen portfolio programs. - Ensure that all programmatic policies are accurate, thoroughly documented and consistently applied. - Build and reinforce program activities with strong success including identifying and applying for new sources of funding to ensure successful outcomes for clients. - Keeps programs well positioned to meet future challenges - Responsible for close monitoring of budget vs actuals with particular emphasis on the tracking and quality of cash and contributions in kind. Liaise with HQ and field leadership on spending, reconciliation and program needs. - Oversee internal and donor monitoring and monitor local offices for compliance with program guidelines. Advocate and help remove office barriers to full program compliance. - In concert with Senior Program Officers and direct reports, prepare and review donor reports and proposals for funding. - Keeps abreast of legislative and regulatory activities affecting implementation of the program. - Represent the IRC at the RCUSA Resettlement Committee and PRM meetings, as requested. - Lead and coach direct reports in their management of others. Provide professional growth opportunities and pathways. - Perform other duties as assigned.

Job Requirements:

Education

- Bachelors Degree in a related field required, Master’s degree in Social Work, International Affairs, or related field highly desirable.

Work Experience:

- Minimum 6 years progressive work experience in the field of refugee resettlement. - Minimum 3 years program and grants management experience preferred; - Demonstrated experience managing teams and staff supervision experience required; - Previous experience leading program design, budget and implementation, grants management, monitoring program compliance and providing technical assistance required.

Preferred Experience and Skills:

- Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications. - Strong organizational and time-management skills; proven ability to prioritize and deliver on time. - Strong analytic problem-solving skills. - Ability to work both independently and in a dynamic, cross-functional global team structure. - Highly proficient in Microsoft Office suite. - Demonstrated ability to work effectively with stakeholders at all levels - Ability to manage others and work through change in a proactive and positive manner.

Working Environment:

- Standard office working environment. - Up to 30% of domestic travel as needed. - This role may require working remotely full or part time and part time remote employees may be required to share workspace. ______________________________________________________________________________
