Job Description

Job Overview: The Youth Program Supervisor oversees a portfolio of programs supporting refugee and immigrant children and youth. Programs include the Virginia Refugee Student Achievement Project (VRSAP), which works with caregivers and children/youth to facilitate enrollment in school, successful academic progress and achievement, social adjustment, and school completion; Mentoring Youth in Virginia (MYVA), which promotes positive civic and social engagement and supports educational and vocational advancement for youth 15 - 24; and Youth Futures, which supports academic, social, and civic integration and college and career readiness of high school youth through after school and summer tutoring, clubs, workshops, and other activities.

Major Responsibilities:

Responsibilities include, but are not limited to:

Program Design and Management:

- Oversee implementation of VRSAP, MYVA, and Youth Futures, ensuring programmatic, contractual, and donor requirements and IRC standards of care are met. - Establish monitoring & evaluation indicators and measurement plans in alignment with funder requirements, the IRC Outcomes to Evidence framework, and Education & Youth annual reporting requirements. - Complete and submit donor reports as required. - Ensure accurate and timely data collection and reporting, using IRC’s proprietary database as well as required donor administered database systems. Review staff and volunteer data entry, case notes, and attendance tracking. Coordinate with the Data Specialist to ensure efficient and effective data quality and integrity. - Support program implementation as needed. - Coordinate initiatives to ensure client voice in program design and collection of satisfaction feedback. - Coordinate internally with other IRC direct service staff teams locally to maintain effective collaboration, communication, services and appropriate referrals for clients.

People Management

- In collaboration with office leadership, develop staffing plans and job and volunteer position descriptions to ensure high quality service delivery. - Onboard, supervise, coach, and support the professional development of Youth Program staff. - Support staff to recruit, support and manage volunteers to promote efficacy and retention. - Plan and lead training for youth program staff and volunteers on office and youth program policies, program approaches, communication and documentation standards, culturally and linguistically responsive youth and family engagement, social emotional asset development, and working with newcomer language learners. - Support staff by helping to diffuse and manage difficult client interactions. - Attend relevant trainings and meetings at the local and national level.

Resource and Partnership Development:

- Sustain and grow partnerships with local school districts, universities, community-based organizations, and other strategic partners to maximize coordination, cooperation, and support. - Contribute to funding proposals in support of youth programs to ensure the continuous delivery of services. - Represent IRC’s Youth Programs in the local community and to potential funders, serving as a resource to those seeking information about IRC programs and services.

Job Requirements:

Education: Bachelor’s degree required; graduate degree in education, non-profit management, public administration, social work, human services, or other related field preferred

Work Experience:

- Minimum of 3 years of experience working in multifaceted nonprofit youth programs - Prior experience working with refugee and/or immigrant populations strongly preferred. - Prior experience supervising staff and volunteers a plus.

Demonstrated Skills & Competencies:

- Demonstrated success developing and implementing youth programming and community partnerships. - Prior experience coordinating with school systems personnel a plus. - Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively. - Proven ability to contribute both independently and as a key team member - Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired. - Demonstrated success working and communicating effectively in a multi-cultural environment. - Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem-solving purposes. - Valid driver’s license and access to a personal, insured vehicle.

Working Environment:

- A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities. - May require occasional weekend and/or evening work.
